The KwaZulu-Natal Department of Transport has announced its confidence in the state of readiness for the rollout of the new vehicle licence numbering system for the province, which is set to commence on 1 December 2023. This new system will bring significant changes to the way vehicle license plates are issued and displayed in the province.

Under the new system, number plates will no longer depict specific towns and demarcations, but will instead feature a continuous numbering system. Additionally, all registration numbers issued in the province will be depicted as “ZN”. The decision to implement these changes stems from the fact that some towns have run out of numbers, prompting the need for a more sustainable and efficient numbering system.

In preparing for the transition to the new system, the department has engaged in extensive consultations with key stakeholders, including the Road Traffic Management Corporation (RTMC), South African Bureau of Standards (SABS), and manufacturers of blank number plates. These consultations have ensured that the new system meets the necessary regulatory and technical standards, with a particular focus on enhancing security features to combat crime.

To facilitate the smooth implementation of the new numbering system, the department has thoroughly tested the Electronic National Administration Traffic Information System (ENaTIS) and confirmed its ability to support the new system. Furthermore, the final gazette, which incorporates inputs and views from various stakeholders and the public, is expected to be published on 30 November 2023.

As part of the preparation process, provincial Motor Licensing Bureaus (MLBs) and Road Traffic Information (RTI) will undergo a workshop to familiarize themselves with the changes brought about by the new system and its requirements. Additionally, registering authorities in the province will receive ongoing support to ensure a seamless implementation with minimal challenges.

The rollout of the new numbering system will be conducted in two phases. The first phase, commencing from 1 December 2023 to 28 February 2024, will encompass the registration of new motor vehicles, re-registration of vehicles to new owners, re-licensing of recovered stolen vehicles, and the registration of government vehicles. The subsequent phase, starting on 1 March 2024, will require all vehicle owners to migrate from the current system to the new system. Motorists will be given a 21-month period to voluntarily make the transition, after which it will become mandatory.
