Bloemfontein – The newly elected Premier of the Free State, MaQueen Letsoha-Mathae, announced the members of the Executive Council (MECs) for the 7th Administration on Thursday, 20 June 2024. Notably absent from the list was ANC Free State Provincial Chairperson Mxolisi Dukwana.
Dukwana, who is rumoured to be lined up to replace Zanele Sifuba as the Speaker of the Legislature, is reportedly opposed to this new role. Speculations indicate that he aspired to be an MEC but was instead offered the Speaker position—a move he allegedly refused. It remains uncertain whether he will ultimately accept the role.
The announcement was followed by a swearing-in ceremony overseen by the Judge President of the Free State Division of the High Court. The new members of the Executive Council are:
- MEC for Finance, Tourism & Economic Development – Mr Moses Ketso Makume
- MEC for Public Works & Infrastructure – Ms Dibolelo Kathleen Mahlatsi
- MEC for Social Development – Ms Nokwanje Selina Leeto
- MEC for Education – Dr Mantlhake Julia Maboya
- MEC for Health – Mr Monyatso Viceroy Mahlatsi
- MEC for Agriculture, Rural Development and Environmental Affairs – Ms Elizabeth Cornelia Rockman
- MEC for Community Safety, Roads & Transport – Mr Jabu Ntsokolo Ishmael Mbalula
- MEC for COGTA & Human Settlements – Mr Teboho Zacharia Mokoena
- MEC for Sports, Arts, Culture & Recreation – Ms Ntobizanele Beauty Sifuba
Internal Conflicts and Strategic Factions
Originally slated for Tuesday at 5 pm, Premier Letsoha-Mathe moved the press conference to an urgent 4 pm announcement on the same day. Reports suggest that the delay was due to internal conflicts, as factions within the ruling party vied for strategic positions, further complicating the appointment process.
Contributing to the speculation was a leaked list of potential executive members that quickly circulated on social media, amplifying the anticipation. The absence of Mxolisi Dukwana, a prominent figure and the premier’s predecessor, has sparked much debate and conjecture.
Premier Letsoha-Mathae’s Commitment to Ethical Governance
In her address, Premier Letsoha-Mathae stated:
“Today, I am honoured to announce the members of the Free State Executive Council for the 7th administration.
Perhaps, I must begin by reiterating what we said at my inauguration—that this administration shall be about fighting corruption, building an ethical state, and providing quality services to our people. We make no apologies for our stance; our government will deal decisively with individuals who stand in the way of effective and efficient service delivery.
The team I am announcing today reflects our commitment to addressing key priorities of our government, enhancing public service, and ensuring a sustainable future for all our people.
Each member brings a wealth of experience, commitment, and a shared vision for the prosperity of our province. This Executive Council shall be constituted of men and women who are dedicated to serving the people of the Free State with integrity, transparency, and responsiveness to the needs of our people.”
She further expressed her confidence in the new team:
“We are committed to working collaboratively to implement policies and initiatives that will drive progress and improve the quality of life for every single citizen in our province. I have every confidence in the abilities of these men and women to lead us into the future. Together, we will strive to build a better, stronger, and more inclusive future.”
Tragic Losses Spark Community Outrage
The Free State community is mourning the loss of Judy Mpho Moalusi, a teacher at Tsoseletso High School, whose life was tragically ended in an alleged violent incident with her boyfriend. This tragedy has ignited a wave of outrage, emphasising the urgent need to address gender-based violence and enhance the safety of all individuals, particularly women and children.
Additionally, heartfelt condolences are extended to the family of Nomathemba Kweleta, 27, who lost her life in a vicious attack by pit bulls in Rocklands, Mangaung. This incident has revived heated discussions about the safety of specific dog breeds. Premier Letsoha-Mathae announced decisive measures to prevent such attacks, ensuring public safety.
“Thank you,” concluded Premier Letsoha-Mathae, as she called for unity and cooperation among the Free State populace to overcome these challenges.
