North West Premier Mokgosi Leads Thuntsha Lerole Rollout in Tswaing Amid Service Delivery Push

North West Premier Kagiso Lazarus Mokgosi is set to spearhead the rollout of the Thuntsha Lerole programme in Tswaing Local Municipality on Friday, 3 October 2025, as part of efforts to tackle persistent service delivery hurdles. Identified as one of ten prioritised municipalities in Phase 5 of the provincial government’s Accelerated Service Delivery Programme, Tswaing faces deep-rooted issues like erratic water supply and crumbling roads. Joined by Members of the Executive Council, the Premier will hand over key infrastructure, title deeds, and aid to residents, aiming to boost access to essential services and restore dignity in rural communities.

This initiative comes amid widespread calls for urgent action in the Ngaka Modiri Molema District, where Tswaing’s challenges have led to community frustration. Similar rollouts are planned in other districts, signalling a province-wide drive to fix breakdowns in basic services. With activities ranging from road repairs to health oversight, the programme seeks to deliver quick wins while laying groundwork for long-term fixes. This article explores the event’s details, the municipality’s struggles, and how these efforts fit into broader provincial goals.


Tswaing’s Service Delivery Struggles: Water and Roads in Crisis


Tswaing Local Municipality, nestled in the Ngaka Modiri Molema District, has long battled service delivery woes that affect daily life for its roughly 124,000 residents. Inconsistent water supply tops the list, stemming from inadequate bulk water sources, ageing pipes, and frequent breakdowns in pump stations. Vandalism and theft of boreholes add to the mess, leaving communities without reliable access for days or weeks. This forces people to rely on costly alternatives or unsafe sources, raising health risks like waterborne diseases.


Road infrastructure fares no better, with potholes, eroded surfaces, and poor maintenance making travel hazardous. Internal roads in villages like Matshelapata are often impassable after rains, isolating residents and hampering economic activities such as farming and trade. These issues, combined with slow repairs due to budget constraints and operational failures, have sparked protests and demands for change. The provincial government recognises these as key barriers to development, prioritising Tswaing in Phase 5 to inject resources and coordination for immediate relief. [13] [14] [15] [16]


Key Activities in the Thuntsha Lerole Rollout


The Premier’s visit kicks off with the handover of a newly built internal road in Matshelapata, a move to ease mobility and connect remote areas. As part of wider road fixes, pothole patching will run from Delareyville to Ottosdal, while blading smooths out identified internal paths across the municipality. These steps address the poor state of infrastructure, which has long hindered emergency services, school transport, and local trade.


In line with the nationwide Title Deeds Friday campaign, Mokgosi will symbolically give out 10 title deeds from a batch of 1,282. This initiative, revived to speed up ownership transfers and promote family planning for inheritance, helps secure land rights for beneficiaries of government housing schemes. It tackles backlogs that leave people without proof of ownership, making it hard to access loans or pass on property. [20] [21] [22] [23] [24] [25] [26] [27] [28] [29]


Three completed RDP houses will also go to beneficiaries, providing safe homes in a region where housing waits are common. Fresh produce will reach indigent families in Matshelapata, Jachtkraal, and Skierlik, while 105 food parcels head to Thawane village households. These handouts aim to ease food insecurity, a pressing issue in rural spots with high poverty.


Youth and culture get a boost too, with sports gear for nine schools to promote healthy activities and traditional outfits for the Agisanang Traditional Group to preserve heritage. Economic access improves via on-site help from the Centralised Supplier Database team, aiding business registrations, updates, and changes to open doors for local entrepreneurs.


Health services will offer integrated primary care, including screenings, to catch issues early. Under the Clean Cities initiative, illegal dumping sites will be cleared, tackling environmental health risks from waste buildup.


Oversight at Delareyville Bulk Pharmacy Site


A highlight is the oversight visit to the new Delareyville Bulk Pharmacy construction site. Once finished, this facility will stock and distribute medicines more efficiently to local clinics and hospitals, cutting shortages and improving healthcare equity. The project, awarded to build a modern setup at the existing Delareyville Hospital, includes storage and staff areas to handle growing needs. Delays pushed the opening from February 2024, but it promises better supply chains for surrounding areas, ensuring timely access to vital drugs. [60] [61] [62] [63] [64] [65] [66] [67] [68]


Programme Expansion to Other Districts


Thuntsha Lerole extends beyond Tswaing. In Dr Ruth Segomotsi Mompati District, it launches at Pitsong Community Hall in Greater Taung Local Municipality, addressing similar woes like water and roads. Greater Taung, known for agriculture, faces bulk supply gaps and infrastructure decay, with the programme bringing targeted aid.


In Dr Kenneth Kaunda District, services roll out at Tswelelang in Wolmaransstad, part of Maquassi Hills Local Municipality. Here, challenges include sanitation backlogs and poor access, with handovers and clean-ups planned to uplift communities.


These expansions show a coordinated provincial strategy, with Phase 5 targeting ten municipalities based on needs assessments. Past phases in places like Ditsobotla and JB Marks involved house handovers, road fixes, and veteran support, building on successes to scale impact.
