North West Premier Fires Collen Maine as MEC, Appoints Virginia Tlhapi

North West Premier Lazarus Mokgosi has officially removed former ANC Youth League (ANCYL) president Collen Maine from his role as the MEC for Sports, Arts, Culture, and Recreation. Maine’s replacement, Galebekwe Virginia Tlhapi, was sworn in on 1 October 2024 in Mahikeng, in accordance with instructions from the ANC National Executive Committee (NEC). This decision follows the ANC’s ongoing push for gender parity in leadership positions across the country.

Premier Mokgosi expressed his gratitude for Maine’s contributions during his tenure as MEC, and conveyed his confidence in the abilities of the newly appointed Tlhapi, who he believes will rise to the challenges and expectations of her role.

In a statement released by the Office of the Premier, Mokgosi outlined the constitutional basis for his decision, citing Section 132 (2) of the Constitution of the Republic of South Africa, which grants the Premier the authority to make changes to the Provincial Executive Council. Mokgosi emphasised that the changes are intended to align the provincial cabinet with the ANC’s broader mandate for gender equity.

The Removal of Collen Maine: ANC Factionalism and Gender Mandates

The firing of Collen Maine, a former heavyweight in the ANC Youth League, comes after significant pressure from the ANC NEC to address gender imbalance in the North West province’s executive council. While Maine’s removal has been framed as part of the ANC’s gender parity strategy, it has also highlighted some internal tensions within the party.

Reports have surfaced of cracks within the ANC, particularly after Maine’s departure, with some factions expressing dissatisfaction over the decision. According to News24, Maine’s removal has intensified existing divisions within the ANC, as some provincial factions still support him . These internal dynamics suggest that Maine’s ousting is not solely a matter of gender equity, but may also be linked to broader political maneuvering within the party.

Additionally, The Citizen reported on ongoing controversies surrounding the qualifications of various ANC officials in the North West province, including concerns about Maine’s suitability for the MEC role . These reports further complicate the narrative, suggesting that political pressure and performance assessments may have played a role in his removal.

Virginia Tlhapi: A New Leader for Arts, Culture, Sports, and Recreation

Galebekwe Virginia Tlhapi, also known as Tsotso Tlhapi, steps into her new role as MEC with high expectations. Her appointment aligns with the ANC’s efforts to boost female representation within provincial governments and is part of a broader commitment by the party to gender parity. Premier Mokgosi expressed his full confidence in Tlhapi, stating that she is well-prepared to take on the responsibilities of her new portfolio.

Tlhapi’s appointment is seen as a continuation of her already notable political career. She has served in various leadership roles within the ANC, and her new position is expected to elevate her profile both within the province and on a national scale. Her experience in the political arena, along with her understanding of the cultural and sporting needs of the North West province, positions her as a strong candidate to lead the department effectively.

In his official statement, Premier Mokgosi praised Tlhapi’s qualifications and readiness for the role, saying, “I wish to take this opportunity to thank Honorable Maine for his contribution during his tenure as MEC. Let me also congratulate the new MEC as she officially assumes this responsibility with effect from today, 01 October 2024.”
