The newly appointed KwaZulu-Natal Social Development MEC, Mbali Shinga, has taken immediate action following allegations of child abuse at the Aryan Benevolent Home Child and Youth Care Centre in Chatsworth, Durban. This proactive step underscores the department’s commitment to ensuring the safety and well-being of vulnerable children in care institutions.
MEC Mbali Shinga’s Immediate Response
On Tuesday, MEC Mbali Shinga visited the Aryan Benevolent Home in response to disturbing reports of child abuse. The allegations suggest severe violations of children’s rights, including instances where children were allegedly assaulted with wet towels and belts by workers at the facility. Shinga expressed her disappointment that the management had failed to detect and address these issues earlier.

“I believe that one person should have picked this up before it reached this stage because it has been happening for a long time,” Shinga remarked, highlighting the failure in oversight by the institution’s management.
Confirmation of Abuse Allegations
Ray Naguran, the General Manager of the Aryan Benevolent Home, confirmed the abuse allegations, revealing that 48 children had been subjected to abuse. This confirmation has led to a significant response from the provincial department to address the grave concerns raised.
Formation of an Investigative Team
In a decisive move, MEC Shinga announced the formation of a dedicated team of investigators tasked with thoroughly examining the allegations. “The investigative team will work diligently to uncover the truth, provide support to any affected children, and ensure that appropriate actions are taken against any perpetrators,” Shinga stated.
Involving All Affected Children
Shinga also mentioned that the team would wait for the return of the other 21 children residing at the home, who are currently away for the holidays, to ensure their perspectives are included in the investigation.
Timelines and Leadership of the Investigation
The investigation, led by the department’s Head of Department, has been given a three-week deadline to complete its work and compile a report for the MEC to review. This tight timeline reflects the urgency and seriousness with which the department is treating the matter.

“The department remains steadfast in its mission to protect the most vulnerable members of society and uphold the highest standards of care within our child welfare institutions. The safety and well-being of our children are paramount, [and] any instances of child abuse will be met with swift and decisive action,” Shinga affirmed.
