The Department of Home Affairs has announced plans to render the green barcoded identity documents invalid by the end of this year. This initiative aims to combat corruption, fraud, and identity theft by transitioning all South Africans to the more secure smart ID cards.

Introduced in 2013, the smart ID card project was designed to replace the traditional green ID books with a more secure and efficient system. The smart ID cards incorporate advanced security features, including biometric data, to significantly reduce the risk of identity-related crimes. Deputy Minister Njabulo Nzuza emphasized the urgency of this transition, stating that the green barcoded IDs are susceptible to identity theft and credit fraud. He noted that the department plans to cease issuing green barcoded IDs before the end of the year.

Transition to Smart ID Cards

Security Concerns with Green ID Books

The outdated design of the green ID books presents serious security risks. Experts have highlighted that these paper-based documents are easily damaged and vulnerable to tampering, making them unreliable for secure identification. A 2024 report from Smile ID found that the green ID booklet was the most targeted document in Africa for fraudulent activities, leading to the Department of Home Affairs blocking more than 700,000 suspicious ID books. 

Current Status and Future Plans

As of now, approximately 21 million smart ID cards have been issued, covering about 55% of the South African population. The Department of Home Affairs has set a target to issue 2.5 million smart ID cards in the current financial year. However, challenges remain in reaching the entire population, especially in remote areas. The department has indicated that it will only invalidate the green ID book once all its offices are equipped with the necessary facilities for quick and efficient smart ID applications—a milestone that has yet to be fully achieved. 

Application Process for Smart ID Cards

South Africans aged 16 and older are encouraged to apply for their smart ID cards. The application process has been streamlined to facilitate a smooth transition:

1. Online Application: Applicants can apply online through the eHomeAffairs portal, which provides a step-by-step guide on the application process.
2. Required Documents: Applicants will need to submit their current green ID book, a birth certificate for new applicants, or other relevant identification documents.
3. Fees: The cost to apply for a smart ID card is R140 for applicants aged 16 and older, including those replacing lost or stolen smart ID cards.
4. Collection: Once the application is processed, applicants will be notified to collect their smart ID cards from their chosen Home Affairs office or participating bank branches.

Benefits of Smart ID Cards

The smart ID cards offer several advantages over the traditional green ID books:

• Enhanced Security: The incorporation of biometric data makes it significantly harder for fraudulent activities to occur.
• Durability: Made from polycarbonate material, the smart ID cards are more durable and less prone to damage compared to paper-based ID books.
• Convenience: The compact size and modern design make the smart ID card more convenient for everyday use.

Public Response and Concerns

While the transition to smart ID cards is seen as a positive move towards enhanced security, some concerns have been raised regarding the accessibility of application facilities, especially in rural areas. The Department of Home Affairs has acknowledged these challenges and is working to ensure that all offices are equipped to handle smart ID applications efficiently. Additionally, there have been reports of naturalized citizens facing difficulties in obtaining smart ID cards. The department has indicated that the next phase of the smart ID rollout will extend to naturalized citizens and, eventually, permanent residents.
