Zimbabwean President Emmerson Mnangagwa has dismissed Apollonia Munzverengwi as the Minister of State for Provincial Affairs and Devolution for Mashonaland East Province and appointed Itayi Ndudzo in her place. The announcement was made on 11 February 2025 by the Chief Secretary to the President and Cabinet, Dr. Martin Rushwaya.
This move comes amid speculation regarding internal power struggles within the ruling ZANU-PF party, as Munzverengwi is reportedly a relative of Vice President Constantino Chiwenga. While the official statement did not disclose the reasons for her dismissal, the reshuffle is seen as part of Mnangagwa’s continued consolidation of power.

Apollonia Munzverengwi’s Dismissal: What We Know
According to an official press statement issued by the Office of the President and Cabinet, Munzverengwi’s removal was executed under Section 108(1a) of the Constitution of Zimbabwe. This provision allows the president to remove ministers at his discretion.
Dr. Rushwaya’s statement confirmed that the dismissal was with immediate effect, but it provided no specific justification for the decision.

• Some analysts believe Mnangagwa is systematically sidelining individuals perceived to be aligned with Chiwenga.
2. Administrative and Performance-Related Issues
• Some reports suggest that Munzverengwi may have fallen out of favour due to alleged inefficiency or policy disagreements.
• However, no public allegations of corruption or misconduct have been made against her.
3. Mnangagwa’s Political Consolidation
• Mnangagwa has been making strategic political appointments in recent years, ensuring that his inner circle remains loyal to him.

Who Is Itayi Ndudzo?
Following Munzverengwi’s dismissal, Mnangagwa immediately appointed Itayi Ndudzo as the new Minister of State for Provincial Affairs and Devolution for Mashonaland East Province. His appointment was made under Section 104(1) of the Zimbabwean Constitution, which allows the president to appoint ministers at his discretion.
