The National Student Financial Aid Scheme (NSFAS) has announced the appointment of Waseem Carrim as its Acting Chief Executive Officer (CEO), effective immediately. This strategic move comes in the wake of the conclusion of Administrator Freeman Nomvalo’s term, marking a significant transition for the organisation responsible for providing financial assistance to deserving South African students.
A Proven Leader with a Track Record of Excellence
Waseem Carrim brings a wealth of experience and a distinguished track record in public service to his new role at NSFAS. Prior to this appointment, Carrim served as the Chief Financial Officer (CFO) of the National Youth Development Agency (NYDA), where he demonstrated exceptional leadership and financial acumen. His tenure at the NYDA was marked by several notable achievements:
• Financial Stewardship: Under Carrim’s financial leadership, the NYDA achieved nine consecutive clean audit outcomes, reflecting a steadfast commitment to transparency and accountability.
• Budget Expansion: He played a pivotal role in increasing the agency’s budget from R400 million to R1.5 billion, thereby enhancing its capacity to implement youth development programmes.
• Digital Transformation: Carrim spearheaded a comprehensive digitisation and transformation strategy, modernising the agency’s operations and service delivery mechanisms.
• Organisational Growth: His efforts led to the expansion of NYDA’s regional centres from 15 to 44, significantly increasing the agency’s reach and impact across South Africa.
Educational Background and Professional Affiliations
Carrim is a Chartered Accountant by profession and holds two master’s degrees, underscoring his strong academic foundation. His commitment to continuous learning and professional development is further evidenced by his involvement in various organisations:
• Board Memberships: He serves on the boards of the Small Enterprise Finance Development Agency and Unisa Enterprise, contributing his expertise to the broader development finance and educational sectors.
• Audit Committees: Carrim has been an independent audit committee member for entities such as Brand South Africa, the Mpumalanga Tourism Authority, and the Health and Welfare Sector Education and Training Authority (SETA), reflecting his dedication to governance and oversight.

In his capacity as Acting CEO, Carrim is expected to provide the stability and leadership necessary to guide NSFAS through its transitional phase. • SADC’s Most Influential Young Leaders: In 2019, Carrim was recognised as one of the Southern African Development Community’s most influential young leaders, reflecting his impact beyond South Africa’s borders.
