Project Overview

The proposed railway will span approximately 1,541 kilometres, traversing 20 provinces and cities. Designed for trains operating at speeds up to 350 kilometres per hour, the journey between the capital and the southern economic hub is expected to be reduced from the current 30 hours to just five hours.

Timeline and Implementation

Construction is slated to commence in 2027, with the inaugural trains anticipated to be operational by 2035. The project will feature 23 passenger stations and five freight stations, aiming to enhance both passenger and cargo transportation across the country.

Strategic Significance

Deputy Minister of Transport Nguyen Danh Huy emphasised that the high-speed railway is pivotal for restructuring Vietnam’s transport sector and serves as a cornerstone for the nation’s leap into a new era of growth. The project is expected to address increasing transport demands and stimulate economic development.

Funding and Investment

Vietnam plans to prioritise domestic funding for the railway’s construction, with potential consideration for affordable and non-restrictive foreign loans. This approach reflects the country’s commitment to maintaining financial independence while pursuing large-scale infrastructure projects.

Complementary Legislative Developments

In conjunction with the railway approval, Vietnam’s parliament has enacted laws on data protection and electricity. The data law tightens requirements on personal data processing and overseas data transfers, while the electricity law aims to remove investment hurdles in energy projects and expedite direct power purchase agreements.

Regional Connectivity Enhancements

Vietnam is also focusing on enhancing rail links with neighbouring China. Plans include a 427-kilometre railway connecting Lao Cai to Ha Long City, facilitating trade and passenger movement between the two countries. This initiative underscores Vietnam’s strategy to integrate more deeply into regional supply chains.
