The Department of Trade, Industry and Competition (DTIC) is on track to address long-standing governance issues and fill critical vacancies within its various entities. Minister Parks Tau has reaffirmed his commitment to stabilising the leadership and governance structures within the DTIC and its associated agencies. This comes as part of a broader strategy aimed at improving the department’s ability to fulfil its mandate, which includes promoting transformation, industrialisation, and an export-led growth strategy for South Africa.

Governance Stabilisation: A Key Priority

As part of the seventh administration’s initiatives, Minister Tau has prioritised addressing governance challenges and leadership gaps that have hindered the department’s performance. In a recent statement, the Minister emphasised that stabilising governance within the department and its entities is essential for delivering on its core mandates. These include driving South Africa’s industrialisation efforts, promoting localisation, and supporting an export-driven economy.

Minister Tau, during his budget speech earlier in the year, committed to filling critical vacancies in the DTIC and its entities, recognising that an efficient leadership structure is crucial for the department’s optimal functioning. He highlighted that the process of filling these vacancies is well underway, and on Friday, 13 September 2024, vacancies for various DTIC entities will be advertised.

Invitation to Qualified Candidates

The department is actively inviting qualified individuals who meet the relevant requirements to apply for these vacancies. Minister Tau expressed confidence that filling these roles will not only help stabilise governance but also ensure that DTIC entities can execute their mandates more effectively. The finalisation of these appointments is expected to be completed swiftly to enhance the department’s functionality and accountability.

Furthermore, the department has announced plans to review its organisational structure to ensure alignment with its mandate and prioritised programmes. This review will focus on promoting a value chain approach, integrating the work of the DTIC and its entities, and eliminating inefficiencies, silos, and duplications in the process.

Addressing Structural Challenges

In line with the department’s objectives, Minister Tau emphasised the importance of an optimised organisational structure. He indicated that by addressing these structural challenges, the DTIC would be better positioned to support economic transformation and inclusive growth across the country. The Minister also highlighted the need for collaboration between the DTIC and its entities to foster a more cohesive approach to the department’s priorities, including reducing inefficiencies and improving service delivery.

The Minister’s commitment to good governance is expected to bring about significant improvements within the DTIC. This will not only ensure that the department operates more effectively but will also reinforce its ability to drive key economic initiatives that are crucial for South Africa’s growth.

Response to Underperformance in Governance

The decision to prioritise governance stabilisation follows a series of challenges faced by the department. Issues such as leadership instability, vacant senior positions, and inefficiencies in executing key programmes have impacted the DTIC’s ability to achieve its objectives. Minister Tau has taken a proactive approach to address these challenges by initiating a comprehensive governance review and accelerating the process of filling vacancies.

In addition to these efforts, the department is working closely with its entities to streamline operations, reduce bureaucracy, and foster a more results-driven approach to economic transformation. The DTIC is responsible for overseeing 19 entities, and ensuring that each of these operates efficiently is crucial to fulfilling the department’s mandate.
