On Sunday, Ukrainian President Volodymyr Zelensky arrived in the United States for a visit aimed at presenting what he calls a “victory plan” to end the ongoing war with Russia. This high-stakes visit involves meetings with US President Joe Biden, Vice President Kamala Harris, and former President Donald Trump. The visit is part of Ukraine’s diplomatic effort to gather international support for its strategy, while also discussing the future security architecture that ensures a lasting peace.
Zelensky’s “Victory Plan” and Its Goals
Zelensky’s “victory plan,” which remains largely confidential, is expected to outline specific steps for securing a decisive end to the war, which has stretched over two and a half years. In previous statements, Zelensky emphasized that the plan includes “quick and concrete steps” that require the backing of Ukraine’s international allies. The proposal also seeks to prevent future conflicts and ensure Ukraine’s firm place in global security structures. While the exact details are yet to be disclosed to the public, Zelensky has promised that President Biden will be the first international leader to review the complete plan.

Zelensky’s meetings with Biden, Harris, and Trump highlight the strategic importance of the United States in supporting Ukraine’s defense and diplomatic efforts. President Biden, who has been a staunch ally of Ukraine, will have the opportunity to assess the plan in full before it is presented to other world leaders. Vice President Harris has indicated that she supports continuing Biden’s policies on Ukraine, while Trump has criticized the substantial aid packages sent to Kyiv, making his response to the plan highly anticipated.

However, Moscow has already dismissed the invitation, reiterating President Vladimir Putin’s demand that Ukraine must surrender four regions under dispute. UN Secretary-General António Guterres has stated that both Russia and Ukraine still appear focused on achieving military victories, making a diplomatic solution challenging in the immediate term.
Despite Moscow’s position, Zelensky remains committed to pursuing diplomatic avenues alongside military strategies, and his plan seeks to balance these efforts with input from Ukraine’s global partners.
Implications for US-Ukraine Relations
The outcome of these meetings will likely shape the future of US-Ukraine relations and the broader geopolitical landscape in Eastern Europe. With US elections on the horizon, Zelensky’s engagement with key American political figures, including Trump, underscores the importance of bipartisan support for Ukraine. The Biden administration has already promised to continue equipping Ukraine to defend itself, while also seeking to position Kyiv as a critical player in European security.
