# The National Treasury
The National Treasury of South Africa has extended an open invitation to taxpayers, tax practitioners, and the general public to submit technical tax proposals to be considered for possible inclusion in the 2024 budget review.
The aim of this call is to address unintended anomalies, revenue leakages, loopholes, and technical matters related to the current tax legislation that require correction.
It is important to note that this invitation specifically focuses on technical tax proposals and does not apply to major tax policy proposals or rate changes. The Minister of Finance typically announces new tax proposals in the annual Budget Speech in February.
To provide additional information on tax proposals and changes to tax legislation, the Budget Review is published along with the Budget Speech. Substantive tax policy proposals and rate changes are detailed in Chapter 4 of the Budget Review, while technical tax proposals are typically included in Annexure C.
The deadline for submitting technical tax proposals is Friday, 24 November 2023. To further clarify the issues raised in these proposals and gather more information, virtual workshops will be held with stakeholders on 7 and 8 December 2023.
The dates for these workshops will be confirmed through electronic invitations sent to taxpayers, tax practitioners, and members of the public who submitted proposals.
It is crucial for participants to ensure that their correct email addresses and contact information are included in their written submissions. This will facilitate effective communication between the National Treasury, the South African Revenue Service (SARS), and the stakeholders involved.
After the submission process, the National Treasury and SARS will review the proposals and make recommendations to the Minister of Finance for possible inclusion in Annexure C of the 2024 Budget Review. However, it is important to note that engagement or requests for additional information regarding a proposal does not guarantee its inclusion in the review.
The final decision lies with the Minister of Finance, and no further correspondence will be entered into once the decision has been made.
Written submissions should be sent to National Treasury at 2023AnnexCProp@treasury.gov.za and to SARS at acollins@sars.gov.za. Substantive tax proposals related to policy changes should be addressed separately to Mr. Christopher Axelson, Acting Deputy Director General: Tax and Financial Sector Policy, at Christopher.Axelson@treasury.gov.za.
