JOHANNESBURG – State ports and freight logistics company Transnet has launched disciplinary proceedings against Transnet National Ports Authority (TNPA) Chief Executive Pepi Silinga and several managers, following comprehensive investigations into allegations of impropriety within the organisation.

Investigative Insights

The state-owned entity had engaged Bowmans attorneys to spearhead the investigation into the purported irregularities at TNPA. The focus of the investigations primarily revolved around the awarding of a tender for the multi-purpose terminal at the Port of Ngqura, scrutinised under a forensic report by Fundudzi Investigators.

“Transnet also appointed Bowmans to assist with implementing the recommendations of a forensic report by Fundudzi Investigators, which considered the award of a tender for the multi-purpose terminal at the Port of Ngqura,” confirmed Transnet in a detailed statement.

Conclusion and Actions

After concluding the investigations, Transnet’s Board of Directors, in conjunction with the TNPA Board, convened on 21 June 2024 to deliberate on the legal advice and findings presented. The meeting resulted in:

  1. Initiation of Disciplinary Charges: Disciplinary charges were formally issued against TNPA Chief Executive, Mr Pepi Silinga.
  2. Managerial Accountability: Several managers, implicated by the Fundudzi report and found involved in other acts of impropriety, also faced disciplinary charges on the same day.

To maintain the integrity and impartiality of the disciplinary process, Transnet has appointed external independent chairpersons to oversee all proceedings.
