Gqeberha — The Transnet National Ports Authority (TNPA), in collaboration with Infrastructure South Africa (ISA) and the Industrial Development Corporation (IDC), has made significant strides in the development of a new Liquefied Natural Gas (LNG) terminal at the Port of Ngqura. To assess the environmental sustainability of the project, the TNPA has issued a Request for Proposals (RFP) for an Environmental Impact Assessment (EIA), with submissions closing on 30 October 2024. This marks a critical step towards the operationalization of the LNG terminal, which is expected to have significant implications for South Africa’s energy sector.
The RFP seeks a service provider capable of evaluating the ecological, regulatory, and socio-economic impacts of the terminal. The EIA will include marine ecology surveys, seismic assessments, and climate change studies. It will also address socio-economic factors to ensure that the project aligns with South Africa’s environmental regulations and long-term sustainability goals.
This EIA process will occur simultaneously with negotiations between TNPA and the Strategic Fuel Fund (SFF) over the Terminal Operator Agreement (TOA), which will oversee the construction and operation of the onshore LNG regasification facility. The proposed agreement would allow SFF to manage the facility for a 30-year period, following a directive issued by the former Minister of Transport under the National Ports Act of 2005.
A Strategic National Project
The Port of Ngqura LNG terminal is one of 12 priority infrastructure projects in South Africa, designated as Strategic Integrated Projects (SIPs) in March 2024. These projects are part of the government’s broader efforts to enhance energy security, attract global investment, and create sustainable economic opportunities. The development of the LNG terminal aligns with South Africa’s energy transition goals, which include diversifying energy sources and reducing carbon emissions.
Collaboration for Success
Phyllis Difeto, Acting Chief Executive of TNPA, emphasized the importance of this milestone: “Through its commercial seaports, TNPA is at the forefront of enabling the gas-to-power project pipeline whilst ensuring the security of supply and unlocking global opportunities for sustainable impact.”
Meanwhile, Mameetse Masemola, Acting Head of Infrastructure South Africa, expressed excitement about the pace of progress: “This project is one of the flagship projects we are proud to support. ISA provides strategic, technical, and financial advisory support for the planning and implementation of these national pipeline projects.”
