The Transnet National Ports Authority (TNPA) has successfully enhanced its capacity to minimize shipping and cargo-handling delays at the Ports of Cape Town and Ngqura by installing six additional hydraulic shore tension units. This significant development forms part of a broader initiative by TNPA to address operational inefficiencies caused by harsh weather conditions, including high sea swells and strong winds that have historically impacted vessels berthed at these key South African ports.
The six new units are part of a larger procurement of 52 hydraulic shore tension units ordered by TNPA in September 2023, with a total of 12 units now operational across Cape Town and Ngqura. These units add to the existing eight units already in use at both ports and further bolster TNPA’s ability to mitigate operational disruptions, thereby improving overall port efficiency and safety.
A Crucial Step in Transnet’s Recovery Plan
In a media statement on Tuesday, Transnet emphasized that the timely delivery and installation of the shore tension units are vital to its ongoing Recovery Plan. The Plan, which seeks to improve service delivery and operational efficiencies at the national ports, aims to position TNPA as a key player in the global maritime industry by minimizing delays and enhancing customer service.
“These shore tension units will significantly reduce downtime and improve the safety of vessels during challenging weather conditions,” the statement read. The goal is to enable smoother vessel movements, reduce the risk of safety incidents, and enhance the speed at which cargo is handled.
Challenging Weather Conditions Impacting Port Operations
The Ports of Cape Town and Ngqura are known for being affected by harsh weather conditions. High sea swells exceeding 3.5 meters and strong winds ranging from 35 to 50 knots frequently cause delays and operational challenges. The introduction of shore tension units, designed to mitigate the severity of these conditions, has been a game-changer in ensuring smoother and safer port operations. These units work by keeping vessels moored securely at berth, reducing unnecessary movements that can lead to safety incidents and loss of productivity.
Positive Feedback from Shipping Lines
Shipping companies operating within these ports have already reported notable improvements following the installation of the initial shore tension units. National Operations Manager at CMA CGM South Africa, Leon Reddy, expressed his satisfaction with the installation of the units, stating:
“With the ability to keep our vessels stable and secure alongside the berth, we have seen a notable reduction in vessel movement and ranging. This has resulted in increased container productivity and reduced port stay times, leading to improved overall efficiency and reduced costs. We support TNPA’s initiative to invest in additional shore tension units and look forward to continued cooperation to enhance port operations.”
This feedback demonstrates the tangible benefits of the new infrastructure for shipping lines, which in turn positively impacts port throughput and boosts South Africa’s broader maritime economy.
Enhancing Safety and Reducing Downtime
Hydraulic tension mooring units are placed on the quayside to provide stability to vessels moored in the port, even during high-sea conditions. The main benefit is that these units reduce the amount of downtime caused by adverse weather, ensuring that vessels remain safely in position and can continue loading and unloading cargo without delays. By minimizing vessel movement, the shore tension units also significantly lower the risk of accidents, creating a safer working environment for port personnel and reducing the likelihood of damage to both vessels and port infrastructure.
Expansion to Other Ports
The TNPA has already outlined a comprehensive strategy for rolling out the remaining shore tension units across its other national ports, which include Durban, Richards Bay, Saldanha, and Port Elizabeth. As of September 2024, the following allocations have been made:
• Port of Cape Town: 16 units (6 already delivered)
• Port of Ngqura: 6 units (all delivered)
• Port of Durban: 14 units
• Port of Port Elizabeth: 8 units
• Port of Saldanha: 4 units
• Port of Richards Bay: 4 units
TNPA has confirmed that the phased delivery and installation of these units will be completed by early 2025, providing the entire South African national port system with an upgraded mooring infrastructure that will further enhance the efficiency and safety of its maritime operations.
