In a concerted effort to foster greater public understanding of demarcation processes, the Municipal Demarcation Board (MDB), under the leadership of Chairperson Thabo Manyoni, has launched consultations aimed at educating key stakeholders about the ward delimitation process. These consultations, which began in July 2024, are being conducted across all municipalities, targeting traditional leadership, ward councillors, municipal officials, and various other community representatives.
The ward delimitation process is essential in preparing for the 2026 Local Government Elections (LGE). The MDB is mandated to reconfigure wards every five years, in compliance with the Municipal Structures Act 117 of 1998. This process allows for the adaptation of municipal boundaries to reflect changes in voter populations, which have increased significantly in recent years. “The next LGE will be held in 2026. The plan is to hand over the final wards to the Electoral Commission of South Africa (IEC) towards the end of 2025,” explained the MDB.
The MDB’s consultations aim to ensure all wards within a municipality maintain an equitable number of voters, with a variation of no more than 15% from the established norm. The norm is calculated by dividing the total number of registered voters by the number of wards in a municipality. For instance, a municipality with 30,000 registered voters and 10 wards would have an average of 3,000 voters per ward, with allowable variations ranging from 2,550 to 3,450 voters.
As part of its commitment to public engagement, the MDB is rolling out public consultations on the draft ward proposals. The consultations, which are expected to take place from March to April 2025, will provide communities an opportunity to share their views and contribute to the final ward delimitation. While not mandated by law, these public meetings reflect the MDB’s dedication to enhancing its engagement with the public.
Thabo Manyoni emphasized that these efforts aim to empower communities to participate meaningfully in demarcation processes, contributing to more equitable governance structures. “This will enable them to make informed decisions that will enhance spatial democracy, access to economic opportunities, and efficient delivery of services,” Manyoni noted during a recent media briefing .
