Bloemfontein – In a move that signals a fresh wave of leadership renewal in South Africa’s public sector, Nelisiwe Ntombela has been appointed as the permanent Head of Department for the Free State Department of Social Development. At just 37 years old, she becomes the youngest HOD in the province’s current administration, effective from 1 November 2025. This milestone has sparked widespread discussions on generational shifts, with former Provincial Government Information Technology Council member Thabang Mokoka describing her rise as a symbol of hope for women and young leaders.
