Spaza shop owners and operators of other food-handling facilities in South Africa have until 28 February 2025 to register their businesses with their respective municipalities to ensure compliance with health and safety regulations. This initiative aims to address recurring foodborne illnesses and enhance the regulation of the informal food sector. 

Background

In November 2024, President Cyril Ramaphosa mandated that all spaza shops and food-handling facilities register with their local municipalities within 21 days. However, recognizing the need for broader compliance and to provide business owners with adequate time and information, the government extended the registration deadline to 28 February 2025. 

Registration Process

Business owners are encouraged to visit their local municipal offices on business days, excluding public holidays and weekends, to complete the registration process. The National Joint Operational and Intelligence Structure (NATJOINTS) has emphasized the importance of adhering to this deadline to ensure that all food-handling establishments operate within the legal framework.

To assist business owners in meeting compliance requirements, the Department of Small Business Development, in collaboration with other government entities, has been conducting training sessions. These sessions aim to empower small businesses with the necessary knowledge and information. The training program will continue beyond the 28 February deadline to ensure ongoing support. Compliance and Enforcement

NATJOINTS has stated that there will be zero tolerance for non-compliance with health, environmental, and food handling regulations. Multi-disciplinary enforcement interventions will be conducted by law enforcement agencies and Environmental Health Inspectors on both registered and unregistered establishments. These efforts aim to ensure that areas where such businesses operate are free from harmful, hazardous, and dangerous substances.

The government’s focus on registering spaza shops and food-handling facilities is part of a broader strategy to combat foodborne illnesses. Ensuring that all food-related businesses adhere to health regulations is crucial for public safety. The registration process is a step toward formalizing the informal sector, thereby enhancing oversight and accountability.
