South Africa’s Border Management Authority

The Border Management Authority (BMA) of South Africa has announced its readiness to manage a potential surge in cross-border movements at the Mananga Border Post, which connects South Africa and Eswatini, in light of ongoing unrest in Mozambique. This preparation follows the temporary suspension of operations at the Lebombo Border Post due to safety concerns arising from protests in Mozambique. 

Background

Mozambique has been experiencing significant unrest following disputed general elections held on October 9, 2024. The ruling party, Frelimo, was declared the winner with over 70% of the vote, a result contested by opposition parties citing electoral fraud. The situation has escalated into widespread protests, some of which have turned violent, leading to casualties and disruptions in neighboring countries. 

BMA’s Preparedness

BMA Commissioner Dr. Mike Masiapato visited the Mananga Border Post to assess its capacity to handle an increased number of travelers. He emphasized the importance of ensuring that the port is equipped to manage a possible influx due to disruptions in Mozambique. Dr. Masiapato stated, “A primary purpose coming to this particular entry called Mananga is primarily to be able to be briefed about the preparedness about this particular port, just on the basis of its ability to manage the possible influx of people into this particular port, on the basis of the possible disruptions that might happen.”

The BMA has been in discussions with Eswatini counterparts to coordinate efforts and ensure a seamless response to any potential increase in border crossings. Eswatini’s Chief Immigration Officer, Mthokozisi Dlamini, confirmed that their immigration officers are on standby and ready to process any diversions resulting from the festive season and the situation in Mozambique. Dlamini noted, “With regard to this port we believe the personnel is enough and ready to process the diversion that might come.”

Impact on Border Operations

The unrest in Mozambique has already led to operational changes at South African border posts. The Lebombo Border Post, a key transit point between South Africa and Mozambique, has faced intermittent closures due to safety concerns stemming from protests on the Mozambican side. Travelers have been advised to use the Mananga Border Post as an alternative route. 

Regional Implications

The situation in Mozambique has broader implications for regional stability and cross-border trade. The Southern African Development Community (SADC) and other regional bodies are closely monitoring the developments. The BMA’s proactive measures aim to mitigate any adverse effects on South Africa’s border security and ensure the safety of travelers during this period of uncertainty.
