The Department of International Relations and Cooperation (DIRCO) alongside the Independent Electoral Commission of South Africa (IEC) has announced that all systems are go for the dispatch of voting materials to global South African diplomatic missions . This development comes as a relief and a beacon of inclusivity for citizens residing abroad, eager to exercise their voting rights in the upcoming elections.
The collaborative effort between DIRCO and the IEC has culminated in a strategic agreement on the logistics involved in the shipment process. A pivotal part of this plan involves utilizing diplomatic airfreight bags to transport the election materials securely to all 115 South African diplomatic missions scattered around the globe.
DIRCO shed light on the procedural aspects of the operation, emphasizing the secured nature of the shipment. “A short-term contract for this purpose is in place. The diplomatic bag is protected by diplomatic immunity. DIRCO makes use of diplomatic bags to dispatch official documents and articles to and from South Africa per the Vienna Convention on Diplomatic Relations of 1961 and the Vienna Convention on Consular Relations of 1963,” the department elaborated. This ensures that the voting materials will reach their intended destinations without interference, safeguarding the integrity of the overseas voting process.
The logistical framework is set against the backdrop of international law and conventions, illustrating South Africa’s commitment to adhering to globally recognized norms and practices. The use of diplomatic bags, a practice enshrined in the Vienna Convention, underscores the seriousness with which DIRCO and the IEC are approaching the task of enabling South Africans abroad to participate in the democratic process back home.
A crucial point noted by the IEC is the stipulated voting day for citizens abroad, which is traditionally scheduled 10 days ahead of the domestic voting day. This scheduling consideration is crucial for ensuring that the votes of those living overseas are counted and integrated into the overall electoral outcome without delay.
