Medium-Term Development Plan

The Department of Planning, Monitoring and Evaluation has announced the finalization of the Medium-Term Development Plan (MTDP) 2024–2029, a strategic framework designed to guide South Africa’s development priorities over the next five years. Integrating the Government of National Unity’s (GNU) Statement of Intent with the National Development Plan 2030 (NDP 2030), the MTDP aims to foster inclusive growth, enhance service delivery, and improve living conditions for all citizens.

A Strategic Roadmap for the Nation

Announced as the foundation of the government’s programme of action during the recent State of the Nation Address, the MTDP 2024–2029 sets out a clear path for South Africa’s development. “Announced as the foundation of government’s programme of action in the recent State of the Nation Address, the MTDP 2024-2029 integrates the Government of National Unity’s (GNU) Statement of Intent with the National Development Plan 2030 (NDP 2030) to drive inclusive growth, improved service delivery, and better living conditions for all citizens,” the department said.

The plan was crafted through an extensive participatory process, bringing together government officials, experts, and stakeholders. This collaborative effort ensures that the MTDP is grounded in evidence-based planning and is well-positioned for effective implementation across all levels of government.

A Whole-of-Government Approach

The MTDP 2024–2029 adopts a whole-of-government strategy, aligning national, provincial, and local government structures. This alignment ensures that priorities, budgets, and delivery mechanisms work in harmony to achieve the plan’s goals. By integrating the GNU’s Statement of Intent with the long-term vision of the NDP 2030, the MTDP bridges immediate needs with South Africa’s broader aspirations for sustainable development.

Key priorities of the MTDP include:

•   Economic Growth and Job Creation: Boosting the economy and reducing unemployment through targeted initiatives.
•   Service Delivery: Enhancing access to essential services like healthcare, education, and housing.
•   Living Conditions: Improving the quality of life for all South Africans, with a focus on marginalized communities.

Encouraging Collaboration and Public Engagement

The department has made the MTDP 2024–2029 accessible to the public and stakeholders, signaling the start of the implementation and monitoring phase. “The plan is now available for stakeholders and the public to engage with, as government moves towards implementation and monitoring progress. Collaboration from all sectors of society is encouraged to ensure the successful execution of the plan’s priorities and targets,” the department said.
