South Africa Launches Landmark Small Harbours Programme in KZN to Boost Coastal Economies and Job Creation
Port Shepstone, KwaZulu-Natal – Public Works and Infrastructure Deputy Minister Sihle Zikalala has launched the first phase of a groundbreaking programme to build new small harbours in overlooked coastal towns across South Africa. This inclusive infrastructure project, kicked off in Port Shepstone on the South Coast on Friday, 31 October 2025, marks the first time a democratic government has constructed such facilities since 1994. The initiative aims to open up coastal access, spark economic growth, and create jobs for communities that have long been left behind.
Existing harbours, mostly in the Western Cape, were built before democracy, leaving other provinces underserved. This new effort seeks to change that by focusing on sustainable development and fair opportunities for all.
The Launch Event and Key Highlights
During the launch, Zikalala handed over Spatial Economic Development Frameworks (SEDFs) that pinpoint sites for the new harbours. These plans outline how the projects will drive growth while protecting the environment. The event brought together local leaders, communities, and stakeholders to discuss the way forward.
Zikalala stressed the programme’s role in redressing past inequalities: “This bold, inclusive infrastructure initiative marks a watershed moment, the first small harbours to be built by a democratic government in post-apartheid South Africa.” He highlighted partnerships between investors, businesses, and locals as key to success.
The rollout follows a three-stage approach: a feasibility study to check viability, a planning and concept phase for designs, and finally construction. This structured method ensures projects are done right and on time.
Economic Impacts and Job Creation Potential
The programme promises big benefits, especially in KwaZulu-Natal. During construction, it could add about R4.41 billion in business sales, R1.85 billion to the gross domestic product (GDP), and create around 5,808 jobs in the local economy. These figures show how the harbours could lift communities by boosting trade, fishing, and tourism.
By focusing on local beneficiation, the projects will help keep money in the area rather than letting it flow out. This aligns with national goals for inclusive growth, turning coastal spots into hubs for small businesses and skills training.
Identified Sites and Expansion Plans
The first new small harbour will rise in Port Shepstone, located less than 1km southeast of the town’s central business district and the Oribi Plaza shopping centre. This prime spot puts it right in the middle of local trade and transport networks, making it easy for boats to dock and goods to move.
Two other sites in KZN – Port Edward and Hibberdene – have been flagged for their economic promise. The department has already sent the SEDF for Port St Johns in the Eastern Cape, with Port Nolloth in the Northern Cape next on the list. These choices target areas with high potential but little past investment, spreading benefits across provinces.
