SIU Probes R1 Billion Irregularities in Parliamentary Upgrades

The Special Investigating Unit (SIU) has launched an investigation into alleged maladministration within the Masilonyana Local Municipality in the Free State province, following the signing of Proclamation 182 of 2024 by President Cyril Ramaphosa. This probe is part of a broader investigation targeting irregularities in multiple municipalities, including Transnet, the Gauteng Department of Human Settlement, and Umzumbe Local Municipality.

Focus of the Investigation

The SIU’s focus in Masilonyana Local Municipality centers around two specific tenders:

1.  Refurbishment of Brandfort Water Treatment Works and Raw Water Pump Stations.
2.  Upgrading of Brandfort Sports Centre Phase II.

Both projects have faced scrutiny for potential unauthorised, irregular, fruitless, and wasteful expenditure, with allegations suggesting that municipal officials, service providers, or other involved parties may have unduly benefited themselves or others. This has led to significant financial losses for the municipality, prompting the need for a thorough investigation .

The SIU’s mandate covers any alleged unlawful and improper conduct that occurred between 1 May 2020 and 13 September 2024, though the probe will also consider activities before 1 May 2020 and any related activities that may have occurred after the date of the Proclamation .

Masilonyana is not the only municipality in the Free State under investigation. The SIU has launched multiple investigations into municipalities across the province.
