The Special Investigating Unit (SIU) has seized evidence and documents in a search operation at the Makana Local Municipality in the Eastern Cape following allegations of serious maladministration. The operation took place after the SIU obtained a warrant to investigate these claims under Proclamation 207 of 2024, which authorises the SIU to probe alleged misconduct dating back to 2019.
The search was conducted in collaboration with the Directorate for Priority Crime Investigation (Hawks), allowing SIU investigators to retrieve documentation and electronic devices required for compliance and audit purposes. This investigation marks a significant step in uncovering alleged financial mismanagement within a local municipality already under scrutiny.

Makana Local Municipality, which includes the city of Makhanda (formerly Grahamstown), has faced numerous service delivery challenges in recent years, sparking community protests and public complaints. 6. Municipal Internet Services – Hosting municipal emails and providing internet access to support administrative operations.
7. Operation of the Makana Landfill Site – A six-month contract to manage waste disposal and address environmental concerns.
The SIU aims to determine whether these tenders were awarded through lawful and transparent processes or if corruption and maladministration played a role. Given the importance of these projects to the community’s well-being, any mismanagement would have profound repercussions on service delivery.

Under the Special Investigating Units and Special Tribunals Act 74 of 1996, the SIU has broad powers to conduct searches, seize evidence, and subpoena records as part of its investigations. This legal framework enables the SIU to uncover the extent of corruption and fraud within government entities, ensuring that individuals and companies implicated in misconduct face accountability.
The SIU’s mandate extends beyond gathering evidence; it can also bring civil action in the High Court or Special Tribunal to recover public funds lost through corruption or fraudulent activities. Furthermore, any criminal conduct uncovered during the investigation will be referred to the National Prosecuting Authority (NPA) for prosecution.
