SIU and NLC
The Special Investigating Unit (SIU) has taken decisive action in the fight against fraud and corruption at the National Lotteries Commission (NLC). The SIU has obtained a Special Tribunal order interdicting the R1.7 million pension payout due to former NLC Grant Manager, Marubini Ramatsekisa.
According to SIU spokesperson Kaizer Kganyago, Ramatsekisa allegedly orchestrated a scheme that resulted in the NLC losing approximately R4 million. He was described as a “key player” in a scheme to defraud the commission through the active funding of a Non-Profit Organization (NPO). The investigation revealed that Ramatsekisa prepared a proposal for pro-active funding, recommending that the acting chief operating officer approve funding of approximately R4 million.
Three weeks later, individuals acquired and became directors of a dormant shelf company named Zibsicraft NPC. This company then applied to the NLC for grant funding, accompanied by financial statements prepared for periods ending in February 2018 and February 2019. However, the NPO only opened a bank account six days before applying for funding, raising suspicions of fraudulent activity.
The SIU’s investigation also revealed that R2.2 million of the funding was allegedly used to purchase property for a church, with the former NLC Board Chairperson and his wife being involved in the transaction.
The SIU’s investigation into the NLC has been extensive, involving the freezing of millions of rands in assets and implicating board members of the commission in serious allegations of fraud and corruption. According to SIU Head Advocate Andy Mothibi, the investigation revealed that approximately R279 million was siphoned out of the NLC by an organized syndicate with the assistance of certain executives and board members.
In response to the findings of the investigation, the SIU has indicated its intention to institute civil proceedings against Mr. Ramatsekisa to recover damages suffered by the NLC as a result of his alleged misconduct. This demonstrates the unit’s commitment to holding individuals accountable for financial wrongdoing and seeking restitution for the harm caused to public institutions.
