SARS Grants Special Importation Permission for Jet Fuel Amid Potential Shortage

In response to growing concerns about jet fuel shortages at South Africa’s major airports, the South African Revenue Service (SARS) has granted special permission for the importation of jet fuel, known as kerosene. This move comes as the Fuels Industry Association of South Africa (FIASA) warned of potential disruptions at key airports, including O.R. Tambo International Airport and King Shaka International Airport.

Following an industry consultation, SARS announced that the special importation permission will be in effect from 21 October 2024 to 20 October 2025. This decision is intended to address regulatory delays that have threatened fuel supplies at airports across the country. Edward Kieswetter, the SARS Commissioner, emphasised the urgency of resolving issues related to the licensing of storage facilities for jet fuel, which have contributed to the current supply constraints.

According to SARS, the decision will enable the industry to “attend to the complexities involved in the process of the deregistration of manufacturing warehouses and reregistration of affected storage facilities.” The Commissioner also urged all parties to expedite the completion of outstanding work to ensure compliance with licensing regulations for kerosene importation.

The potential shortage has raised alarm within the aviation sector, with FIASA highlighting the economic impact of fuel shortages on both domestic and international travel. The smooth operation of airports is vital to South Africa’s economy, as disruptions could affect tourism and business travel.

SARS also assured stakeholders that it would communicate directly with affected parties to address their individual circumstances, aiming to bring stability to the industry. The agency noted that this move is essential for maintaining uninterrupted airport operations and sustaining economic growth, as jet fuel is a critical component of the aviation sector.
