South Africa’s renewable energy sector received a significant boost with the announcement of eight solar photovoltaic (PV) projects and eight battery energy storage projects as preferred bidders under the Renewable Energy Independent Power Producer Procurement Programme (REIPPPP) Bid Window 7 and the Battery Energy Storage Independent Power Producer Procurement Programme (BESIPPPP) Bid Window 2. Combined, these projects are set to inject billions of rands into the economy, create thousands of job opportunities, and advance the country’s transition to clean energy.

REIPPPP Bid Window 7: A Major Milestone for Solar Energy

The Department of Electricity and Energy announced on Monday that the eight solar PV projects selected under Bid Window 7 have a combined contracted capacity of 1 760MW. This selection comes from a competitive pool of 48 bid responses, highlighting the strong interest and investment in South Africa’s renewable energy future.

Key highlights of REIPPPP Bid Window 7:

• Investment: A total of R31.4 billion has been committed to these projects.
• Job Creation: An estimated 6 971 job opportunities, measured in job years, will be generated during the construction and operational phases.
• Local Content: 38.8% of total project costs, equating to R7.8 billion during construction and R2.4 billion during operations, will be allocated to local content.
• Empowerment Initiatives:
• R3 billion will be directed toward Black Enterprise Procurement.
• R2 billion will be invested in B-BBEE procurement for Qualifying Small Enterprises (QSEs) and Exempt Micro Enterprises (EMEs).
• An additional R333 million will target B-BBEE Procurement specifically for black women.
• R73 million will be allocated for enterprise development, R129 million for socio-economic development, and R138 million for skills development initiatives.

The projects boast an impressive 49% South African equity participation across all bidders, with an average of 46% Black Economic Empowerment (BEE) participation.

BESIPPPP Bid Window 2: Expanding Energy Storage Solutions

In parallel with the solar PV projects, the department also unveiled eight preferred bidders under BESIPPPP Bid Window 2. These projects are designed to provide much-needed battery energy storage infrastructure, ensuring grid stability and supporting renewable energy integration.

Key highlights of BESIPPPP Bid Window 2:

• Investment: A combined total investment of R12.8 billion from the preferred bidders.
• Job Creation: 1 570 job opportunities, measured in job years, will be created during construction and operations.
• Local Content: 31% of project costs, equating to R2.6 billion during construction and R2.5 billion during the operational phase, will be spent on local content.
• Empowerment Initiatives:
• R1.8 billion will go toward Black Enterprise Procurement.
• R1.4 billion will be allocated to B-BBEE procurement for QSEs and EMEs.
• R659 million will target B-BBEE Procurement specifically for black women.
• R316 million will be spent on supplier development, skills development, bursaries for black students, and socio-economic development.

The projects also showcase significant black shareholding, with 41% in IPP Project Companies, 27% in construction contractors, and 36% in operations contractors.
