In a recent development, Anatoly Aksakov, head of the Russian State Duma’s Financial Markets Committee, expressed optimism regarding the possible return of global payment giants Visa and Mastercard to the Russian market. This comes after both companies suspended their operations in Russia in 2022 due to geopolitical tensions.
Background
In March 2022, following the escalation of geopolitical conflicts, Visa and Mastercard announced the suspension of their services in Russia. This decision led to significant disruptions in international transactions for Russian consumers and businesses. Consequently, Russia accelerated the development and adoption of its National Payment Card System (NSPK) and the Mir payment card, aiming to reduce reliance on foreign payment systems.
Current Developments
Speaking to TASS news agency, Aksakov highlighted that Visa and Mastercard might soon resume their operations in Russia. He noted that the departure of these payment systems resulted in them losing a substantial market share, suggesting a potential motivation for their return. However, Aksakov also pointed out that Russian consumers and businesses have become accustomed to domestic payment solutions, which have demonstrated efficiency and reliability. 
Challenges and Considerations
The reintegration of Visa and Mastercard into the Russian financial ecosystem would require navigating complex regulatory and geopolitical landscapes. While their return could restore certain international transaction capabilities, it remains uncertain how this would align with existing sanctions and the current financial infrastructure dominated by NSPK and Mir.
