South Africa’s Minister of Human Settlements, Water, and Sanitation, Senzo Mchunu, has issued a heartfelt statement of condolence following the senseless shooting of a Rand Water employee. Teboho Joala, the Chief Corporate Shared Services Officer at Rand Water, was fatally shot during a local community event in Johannesburg.

The heart-wrenching incident took place on Monday at Zakarriya Park Hall in Vlakfontein. Rand Water’s outreach program, aimed at supporting learners by distributing school shoes and uniforms, was overshadowed by an act of violence that left attendees shaken. Amidst the chaos, an assailant entered the venue and began firing shots, striking Mr. Joala in full view of the children and resulting in a scene of pandemonium.

Unfortunately, the tragedy did not end with Mr. Joala’s death. The gunman also shot and killed his protector. Additionally, the City of Johannesburg’s Chief Whip, Sthembiso Zungu, was wounded during the altercation.

Mr. Joala’s contributions to Rand Water began in 2019 when he first joined as General Manager for Communications and Stakeholder Management. In July 2021, he was promoted to the role of Chief Corporate Shared Services Officer, a role that he served in until his untimely demise.

In the aftermath of the violent episode, Minister Mchunu and Deputy Minister, David Mahlobo, together with Rand Water Board Chairperson, Ramateu Monyokolo, made a visit to the Joala household on Tuesday to extend their sympathies and support.

Minister Mchunu described the shooting as “savage and heartless,” lamenting the impact that such brutality has on the community—particularly the young learners. He emphasized the importance of safety and security at community functions and the indiscriminate nature of the attack that brought an abrupt and tragic end to the life of a dedicated public servant.

“Teboho was a dedicated individual, who still had a lot to offer to the sector, but also to the country through his social associations,” remarked Mchunu. “As a Ministry, we are deeply saddened by this tragic incident.”

The loss resonates not only with the immediate family of Mr. Joala but also with the second family grieving for the protector who was killed in the line of duty.
