Rand Water Announces 20% Reduction of Bulk Water Supply to Ngwathe Local Municipality Over R65.5 Million Debt

Fifi Mokoena – In response to the persistent non-payment of debts amounting to R65.5 million, Rand Water has confirmed that it will reduce the bulk water supply to Ngwathe Local Municipality by 20%. This action will take effect in 30 days, as outlined in a public notice released on Thursday.

According to the notice, the Ngwathe Local Municipality has been unable to meet its financial commitments to Rand Water since September 2022. The overdue amount of R65,587,928.13 was initially payable by 30 March 2024. This ongoing non-payment has been cited as a breach of the Bulk Water Supply Contract (BWSC) and Section 33(1)(d) of the Water Services Act 108 of 1997 (the WSA).

“The Municipality’s continuous failure to make payment to Rand Water for the bulk water services debt is an outright breach of the relevant provisions of the BWSC,” Rand Water stated. “This debt threatens the functional and institutional integrity of Rand Water.”

Impact on Residents

Rand Water emphasised that the planned reduction is a measure to hold the Municipality accountable while safeguarding the financial stability of Rand Water. The 20% reduction will leave the Municipality with 80% of its usual water supply, which is deemed sufficient to maintain continuous services to residents, including schools, hospitals, and old age homes.

However, this cut will necessitate rigorous prioritisation of the available water, and the Municipality will initiate a public participation process to gather feedback from affected residents.

Public Involvement

In accordance with Section 4(3) of the Public Administrative Justice Act, 3 of 2000, Rand Water invites written representations, comments, and submissions from the public. These should be sent to Rand Water Group Legal Services by the end of the 30th calendar day from the date of issuance. Rand Water will consider all inputs and publish a final decision within seven days after the closing date for submissions.

The affected towns and areas include all suburbs and townships under the Ngwathe Local Municipality’s jurisdiction.

Measures to Resolve the Crisis

Victoria De Beer – Mthombeni, in an exclusive interview with Central News, confirmed that the urgency of the matter is being addressed by the municipality. The mayor highlighted that a strategic plan is in place to mitigate these challenges, aiming to ensure water sustainability and quality for Ngwathe residents.

Additional Information on Water Supply Interruptions

Meanwhile, Rand Water is dealing with another challenge. A burst on the A15 pipeline occurred on Tuesday, 4 June 2024, affecting supply lines from the Vereeniging Water Treatment Plant to parts of the Emfuleni Local Municipality and the Sasolburg Reservoir. According to spokesperson Victoria Mpolokeng, repair work is expected to continue until the early hours of Saturday, 8 June 2024.

“Rand Water is working tirelessly to ensure completion of this replacement as soon as possible. We apologise for the inconvenience caused,” Mpolokeng stated.

This incident will likely exacerbate water supply challenges for customers in Emfuleni Local Municipality, Metsimaholo Local Municipality, and Ngwathe Local Municipality.
