The independent panel responsible for investigating the controversial docking of the Lady R vessel at Simonstown in December 2022 has released its executive summary report.
The Presidency announced on Tuesday evening that, due to the sensitive nature of the evidence presented in the report, further public engagement on its substance will not be pursued.
During the vessel’s docking, there were unfounded allegations suggesting that South Africa had loaded weapons onto the ship bound for Russia, allegedly to aid in the ongoing conflict with Ukraine.
According to the executive summary, the panel, led by Judge Phineas Mojapelo, concluded that only cargo was offloaded from the Lady R.
“The panel was informed about the equipment’s nature, purpose, and the reasons for its offloading at night, as per the classified information. These factors should be taken into consideration when deciding what can be made public,” the summary states.
The panel found no evidence to substantiate the claims that equipment or arms were loaded onto the Lady R. Available evidence only confirmed the offloading and revealed that nothing was loaded onto the vessel.

President Cyril Ramaphosa addressed the nation on Sunday, emphasizing the damagethat these allegations had caused to South Africa’s reputation.
“Over the past few months, these allegations have been used to question South Africa’s stance on the Russia-Ukraine conflict. The false accusations against our country had a detrimental impact on our currency, economy, and international standing, tarnishing our image as a nation.”
President Ramaphosa highlighted that none of the allegations made regarding the supply of weapons to Russia have been substantiated, and those who made the claims failed to provide any evidence to support their accusations.
