The Hawks have launched an investigation into the disappearance of R2.3 million from the Free State Department of Social Development. The probe centres on allegations that public funds, initially allocated for the Expanded Public Works Programme (EPWP), were misappropriated under the supervision of Tumelo Phahlo, Head of the Free State Department of Social Development. Reports allege that these funds were redirected to the Khula Foundation, an organisation purportedly linked to Phahlo’s family members, sparking public outrage and raising questions about corruption in government.
Details of the Investigation
Hawks spokesperson Captain Christopher Singo stated that the investigation is ongoing and that specific details cannot yet be disclosed. “The investigation will only reveal the individuals involved once the matter has been concluded and presented in court,” said Singo. The focus is on establishing whether any preferential treatment or special privileges were afforded to certain individuals, potentially undermining the department’s integrity.

Allegations Against Phahlo and the Khula Foundation
According to reports, allegations have surfaced suggesting that Tumelo Phahlo may have facilitated the diversion of EPWP funds to the Khula Foundation, an organisation reportedly linked to a family member. This has led to heightened scrutiny, with calls for Phahlo to clarify the foundation’s role and its alleged access to departmental funds.
Phahlo, through his legal team, has reportedly refused direct communication with the media, instead issuing a warning that they may seek legal recourse if defamatory claims are made without evidence.
