Russian President Vladimir Putin engaged in a “constructive and business-like” telephone conversation with Syria’s interim President Ahmed al-Sharaa on Wednesday, marking their first official interaction since the ousting of Bashar al-Assad in December 2024. The discussion focused on strengthening bilateral cooperation in trade, economic, and educational sectors, with both leaders agreeing to maintain ongoing communication to develop a comprehensive agenda for future collaboration. 
This high-level dialogue follows a recent visit by a delegation of Russian officials to Damascus, the first since Assad’s departure and subsequent asylum in Russia. During this visit, discussions were held regarding the future of Russia’s military presence in Syria, particularly concerning the Hmeimim air base near Latakia and the naval facility in Tartus. These installations are pivotal to Russia’s strategic interests in the region, and their status is expected to be a focal point in forthcoming negotiations. 
In a related development, Syria’s interim Foreign Minister, Asaad al-Shibani, acknowledged the strained relations with Russia and Iran, both of which were staunch supporters of Assad during the civil war. He described these ties as an “open wound” and emphasized the new government’s intent to improve relations with Western nations to facilitate Syria’s recovery. Al-Shibani’s participation in the World Government Summit in Dubai signifies a strategic move by the interim leadership to garner international support and work towards lifting longstanding sanctions that have impeded the nation’s rebuilding efforts. 

The interim government, led by President al-Sharaa, faces the formidable task of uniting a nation fragmented by years of conflict. Efforts are underway to integrate various factions, including Kurdish forces, and to address the extensive reconstruction needs of the country. The administration is also navigating complex diplomatic relationships, particularly with nations that had vested interests during Assad’s tenure.
