During a telephone conversation with Kazakh President Kassym-Jomart Tokayev, Putin pledged full cooperation in the investigation. Both leaders stressed the need for transparency in determining the cause of the incident.

The Azerbaijan Airlines Embraer 190 was operating Flight 8243 from Baku, Azerbaijan, to Grozny, Russia, when the tragedy occurred. Initial reports suggest that the plane encountered difficulties while navigating airspace near the Caspian Sea. Attempts to make an emergency landing near Aktau International Airport ended in disaster.
Investigations are ongoing, but preliminary findings indicate the aircraft may have been mistakenly identified as a threat by Russian air defence systems, which allegedly fired a missile that struck the plane. The crash resulted in the deaths of 38 individuals, including the flight’s two pilots. Putin and Tokayev’s Response
In a joint statement following their conversation, Putin and Tokayev expressed their condolences to the families affected by the crash. “The leaders exchanged condolences in connection with the December 25 crash of an Azerbaijan Airlines plane near the city of Aktau. The parties are operating on the premise that Kazakhstan’s government commission, which is investigating the details of the accident, will bring in experts from Russia, Azerbaijan, and Brazil for them to read the flight recorders found at the crash site. This work within the borders of Kazakhstan will be conducted in an objective and transparent manner,” the statement read.
Putin also extended gratitude to Tokayev for Kazakhstan’s role in managing the crisis and assured Russian support for the investigation. Tokayev, in turn, thanked Putin for hosting him during the recent informal CIS summit and Supreme Eurasian Economic Council meeting in Russia.
International Cooperation in the Investigation
The investigation is being led by a Kazakh government commission, with the involvement of international experts from Russia, Azerbaijan, and Brazil. Brazil’s participation is significant as the Embraer 190 is a Brazilian-manufactured aircraft. Specialists will analyse the flight recorders recovered from the crash site to understand the sequence of events leading to the disaster.
International aviation authorities have also expressed interest in the case. The International Civil Aviation Organization (ICAO) has called for a comprehensive investigation to ensure global aviation safety standards are upheld. “This tragic incident highlights the urgent need to review airspace safety protocols, particularly in regions affected by conflict or heightened military activity,” said an ICAO representative.
Reactions from Azerbaijan
Azerbaijani President Ilham Aliyev has called for accountability and demanded that the findings of the investigation be made public. In a televised address, he expressed solidarity with the families of the victims, stating, “We mourn the loss of our citizens and others who perished in this senseless tragedy. Azerbaijan will remain steadfast in seeking answers and ensuring such incidents do not happen again.”

The crash has tested the diplomatic relationship between Russia and Kazakhstan, two key members of the Commonwealth of Independent States (CIS). Both nations have pledged to maintain open communication and cooperation throughout the investigation.
Kazakhstan’s Foreign Ministry stated, “This incident should not define our relationship. We will work collaboratively with Russia to uncover the truth and take necessary steps to prevent future tragedies.”
