Life Mokone, the Chief Spokesperson for the Free State Legislature, has confirmed that Professor Brian Nakedi has been recommended for appointment as the Public Service Commissioner for the Free State Province. The nomination comes after an extensive process spearheaded by the Ad-Hoc Committee for the nomination of the Public Service Commissioner, led by Chairperson and Deputy Speaker of the Free State Legislature, Nolitha Ndungane. The Committee tabled its report detailing the process followed and recommendations, with Professor Nakedi emerging as the top candidate.

The report, which was presented to the Legislature, indicated that the selection process involved reviewing 21 applications. Of these, six candidates were shortlisted based on their qualifications and experience. The process, which had initially commenced during the 6th Provincial Legislature, was temporarily halted due to the 2024 National and Provincial Elections, which were held on 29 May 2024. The newly established Ad-Hoc Committee took over and resumed the task of finalising the selection process.

Reconstitution of the Ad-Hoc Committee

On 8 July 2024, the Free State Legislature issued a notice to the public and the media announcing the reconstitution of the Ad-Hoc Committee under the 7th Provincial Legislature. The notice also reinstated the process to appoint the new Public Service Commissioner, adhering to the Standing Rules and Orders. A subsequent announcement was made on 14 August 2024, confirming the successful conclusion of the interview process, with the shortlisted candidates undergoing thorough scrutiny.

Public access to the interviews was made available via the Free State Legislature’s YouTube Channel and Facebook Page, ensuring transparency and allowing citizens to witness the selection process firsthand.

The Role of the Public Service Commissioner

The Public Service Commission (PSC) plays a critical role in ensuring the oversight of South Africa’s public administration. According to Mokone, “The Public Service Commission is an important entity of government in that it holds custodial oversight over the Public Service in South Africa, as outlined in Section 196 of the Constitution, 1996.” He elaborated on the Commission’s mandate, which includes monitoring the overall function and performance of the Public Service, evaluating public administration practices, investigating personnel management issues, and handling complaints related to governance within the Public Service. The PSC’s oversight helps guarantee that democratic principles, ethical standards, and effective management are upheld within government departments and institutions.

The appointment of Professor Nakedi is a significant milestone for the Free State Province, as it is seen as part of the government’s broader efforts to improve service delivery across the province. On 8 July 2024, the Ad-Hoc Committee convened and adopted its recommendation, which was later presented before the Legislature for consideration and approval. Chairperson Ndungane commended the high calibre of the candidates who were interviewed, noting their professionalism and performance during the interview process.

“The House duly considered and adopted the Ad-Hoc Committee’s recommendation to nominate Professor Brian Itumeleng Nakedi as the Public Service Commissioner for the Free State Province, based on his background, experience, and expertise. The Committee’s recommendations were preceded by intense discussions and different preferences by its members,” stated Ndungane.

The Legislature’s adoption of the recommendation now paves the way for Professor Nakedi’s formal appointment, pending approval by Free State Premier MaQueen Letsoha-Mathae. According to Mokone, the report will be officially submitted to the Premier’s office, in accordance with Section 196(8) of the Constitution. The Premier is expected to further process the nomination and make the final appointment.

In her remarks, Ndungane expressed her satisfaction with the conclusion of the nomination process, highlighting that it forms part of the provincial government’s commitment to strengthening key institutions. She added that the appointment of Professor Nakedi would be instrumental in driving improvements within the Free State’s public service.

“I am satisfied that the conclusion of the process on our part forms part of the general commitment of government to strengthen institutions of government to achieve the highest standard of service delivery to our people. I also wish to express, on behalf of the Ad-Hoc Committee, my humble and great appreciation to all candidates for showing interest in the position of Public Service Commissioner, Free State,” she said.

The appointment of a new Public Service Commissioner is a crucial step towards ensuring that the Free State’s public sector operates efficiently and in line with constitutional and democratic principles.
