President Cyril Ramaphosa Visits Namibia to Strengthen Cooperation and Forge Common Goals

On Friday, October 13, 2023, President Cyril Ramaphosa embarked on a Working Visit to the Republic of Namibia. The purpose of his visit is to co-chair the 3rd Session of the Republic of South Africa and the Republic of Namibia Bi-National Commission (SA – Namibia BNC) alongside Namibian President Hage Geingob.

This visit underscores the commitment of both countries to enhance bilateral relations and foster collaboration in various sectors.

Established in November 2013 in Windhoek, the SA-Namibia BNC is organized into four committees, namely the Diplomatic Committee, Economic Committee, Social Committee, and Defence and Security Committee. Each committee is co-chaired by respective departments, including the Department of International Relations and Cooperation, the Department of Trade, Industry and Competition, the Department of Higher Education, Science, and Innovation, and the Department of Defence and Military Veterans.

Paving the way for the 3rd Session of the BNC, the Council of Ministers Meeting took place on October 12, 2023. Prior to that, a Senior Officials Meeting was held in Windhoek from March 7 to 9, 2023. These meetings lay the groundwork for the productive discussions and deliberations that will take place during the visit.

The key objectives of the 3rd Session of the BNC encompass several crucial aspects:

1. Evaluation of the progress made in implementing commitments from the previous session
2. Strengthening of existing bilateral political, economic, and social ties between South Africa and Namibia
3. Promotion of cooperation in the energy sector, with a specific focus on electricity and green hydrogen
4. Enhanced collaboration and coordination at regional, continental, and global levels to advance common positions

The partnership between South Africa and Namibia is guided by a shared vision for the political and economic integration of Africa. Both countries strive for the renewal of the continent, South-South cooperation, and the establishment of a fair and rules-based international governance system.

The cooperation between South Africa and Namibia extends across various sectors, facilitated by 74 Memoranda of Understanding and Agreements. Geographical proximity and shared borders have allowed for extensive collaboration, benefitting the economies of both countries.

Utilizing Structured Bilateral Mechanisms like the BNC, South Africa leverages these opportunities to promote its political, economic, and social interests while engaging in discussions on regional, continental, and global concerns.

Accompanying President Ramaphosa on this visit are notable ministers including Naledi Pandor of International Relations and Cooperation, Thoko Didiza of Agriculture, Land Reform and Rural Development, Blade Nzimande of Higher Education, Science and Innovation, and Ebrahim Patel of Trade, Industry and Competition. Other ministers in the delegation include Lindiwe Zulu of Social Development, Gwede Mantashe of Mineral Resources and Energy, Barbra Creecy of Environment, Forestry and Fisheries, Senzo Mchunu of Water and Sanitation, Sandisiwe Chikunga of Transport, Patricia de Lille of Tourism, and Ministers in The Presidency, Dr. Kgosientsho Ramokgopa and Khumbudzo Ntshavheni.
