President Cyril Ramaphosa has signed six new and two amended proclamations, authorising the Special Investigating Unit (SIU) to widen its probe into allegations of corruption and maladministration across various government institutions and universities, including the University of Fort Hare. This development includes extending the SIU’s investigative scope to cover incidents dating back to 2004.
SIU to Investigate Fort Hare and Provincial Departments
The SIU’s investigation into the University of Fort Hare will address long-standing concerns about academic fraud, including allegations that non-eligible individuals were improperly admitted and awarded degrees. The investigation will scrutinise degree awards spanning from undergraduate to doctoral levels, with the spotlight on degrees granted without meeting the university’s prerequisites.
This extension also empowers the SIU to examine infrastructure projects at the university, such as the refurbishment of student residences and the installation of security systems. The agency will also review the administration and payment of student allowances, including stipends for accommodation, food, and educational materials.
Oscar Mabuyane and the Fort Hare Degree Scandal
Among those implicated is Eastern Cape Premier Oscar Mabuyane, whose academic credentials have been controversial. Previously, Mabuyane secured a court order that barred the SIU from probing his academic records at Fort Hare, specifically concerning his master’s degree. Mabuyane had filed for an urgent interdict, arguing that the investigation was unlawful and an infringement on his rights. Despite this, recent developments have renewed public and media attention on his qualifications .
Probes Across Provincial Government Departments
Apart from Fort Hare, the SIU will extend its investigation to include various provincial departments. In Limpopo, the Department of Sports, Arts, and Culture will be scrutinised for alleged financial irregularities, while health departments in the Eastern Cape, Mpumalanga, and KwaZulu-Natal are also under the spotlight. These investigations will focus on tenders, contracts, and adherence to National Treasury guidelines to prevent “irregular, fruitless, and wasteful” expenditures .
