Energy Action Plan: Significant Progress in South Africa’s Fight Against Load Shedding. The Presidency reports advances in implementing the comprehensive Energy Action Plan (EAP) to combat energy crises.


The Presidency has unveiled an 18-month progress report concerning the Energy Action Plan (EAP), initially announced in July 2022 by President Cyril Ramaphosa. The National Energy Crisis Committee, helmed by Electricity Minister Dr Kgosientsho Ramokgopa, oversees the plan aimed at addressing the country’s energy needs and ending load shedding.

The EAP outlines several fundamental goals including the repair of Eskom, enhancing the current energy supply, fostering private investment in energy generation, expediting the procurement of new generation capabilities from renewables, gas, and battery storage, encouraging the installation of rooftop solar by businesses and households, and a comprehensive transformation of the electricity sector to secure long-term energy reliability.

Vincent Magwenya, the spokesperson for the President, elaborated on the progress made, stating, “The detailed update on the Energy Action Plan shows that significant progress has been achieved over the last six months in implementing government’s plan to end load shedding. Government is working towards the full implementation of the Energy Action Plan to bring an end to load shedding once and for all.”

Key achievements in the half-year include the early restoration of three units at the Kusile Power Station, a doubling in the installation of rooftop solar by households and businesses surpassing 5,000MW, and the reduction in demand on the grid.

“December saw the release of three more Independent Power Producer [IPP] bid windows for 7,615MW of new capacity from solar, wind, gas, and battery storage,” added Magwenya.

Further milestones encompass the initiation of the Cross-Border Standard Offer Programme (CBSOP) by Eskom, aiming to secure up to 1000 MW of additional power from neighboring countries for a three-year duration. Additionally, the first project under Eskom’s Battery Energy Storage System (BESS) programme has been grid-connected, offering 100 megawatt hours (MWh) of storage capacity, with seven more projects under construction to supply a total of 833 MWh.

An immediate enhancement of 3,400MW in grid capacity has been realized in the Cape region through curtailment execution, enabling Eskom to increase generation capacity accommodation on the grid. The comprehensive report is accessible via this link.

In a related development, Eskom has announced a halt in load shedding until Sunday. According to a statement released on the social media platform X, “Due to the sustained available generation capacity and the planned return to service of 2,300MW of generation capacity by Friday, along with the anticipated low demand over the long weekend, load shedding will remain suspended until Sunday at 4 pm. Eskom will provide an update for the week ahead on Sunday afternoon or communicate should any significant changes occur.”
