As of March 5, 2025, Postbank has issued over 900,000 new Black Cards to South African Social Security Agency (SASSA) beneficiaries, marking significant progress in the nationwide card replacement initiative. This effort aims to transition beneficiaries from the old SASSA Gold Cards to the more secure Postbank Black Cards ahead of the looming March 20 deadline. 

Progress and Challenges in the Card Replacement Initiative

Postbank CEO Nikki Mbengashe reported to Parliament’s social development committee that the bank is now issuing approximately 26,000 cards daily, a notable 61% increase in distribution efficiency. Despite this acceleration, approximately 1.9 million beneficiaries still need to make the switch to the new Black Cards. Recognizing the challenge of meeting the deadline, Mbengashe expressed confidence in reaching the milestone of one million cards issued by the end of the current or following week.  

Implications of the March 20 Deadline

The initial deadline for card replacement was set for February 28, 2025, but it has been extended to March 20 to accommodate the large number of beneficiaries yet to receive their new cards. Postbank has indicated that there will be no further extensions beyond this date. Post-March 20, the old SASSA Gold Cards will be deactivated, rendering them unusable for transactions, regardless of any remaining funds.  

Alternative Measures for Unreplaced Cards

To mitigate potential disruptions, Postbank has implemented cardless cash withdrawal options. Beneficiaries who have not received their Black Cards by the deadline can register for these cardless solutions at service points, ensuring continued access to their funds. This measure serves as a temporary solution until all beneficiaries have successfully transitioned to the new cards. 

Addressing Operational Challenges

The card replacement process has encountered several challenges, including technical issues and limited service points, particularly in rural areas. For instance, reports have highlighted instances where beneficiaries faced long queues and system downtimes at card replacement sites. To address these issues, Postbank is increasing the number of service points and enhancing staffing to expedite the process. 

Guidelines for Beneficiaries

Beneficiaries are advised to replace their SASSA Gold Cards with the new Postbank Black Cards before the March 20 deadline to avoid disruptions in accessing their grants. The new cards can be obtained at designated retailers, including Shoprite, Checkers, Usave, Boxer, and Pick n Pay stores nationwide. To facilitate the process, beneficiaries can locate the nearest card replacement site by dialing 120218*3# on their mobile phones and following the prompts. It is essential to bring a valid South African ID or a temporary ID when collecting the new card. Postbank assures that the card replacement is free of charge and that the new Black Cards offer enhanced security features.   

In summary, while significant progress has been made in the distribution of Postbank Black Cards, a substantial number of beneficiaries still need to complete the transition before the March 20 deadline. Postbank and SASSA are actively working to address challenges and ensure that all beneficiaries can continue to access their grants without interruption.
