Vosloorus, Gauteng – Police have officially confirmed that Brown Mogotsi was attacked while in Vosloorus, but he survived. The incident, described as a shooting targeting his vehicle, occurred last night, leaving the Madlanga Commission spokesperson Jeremy Michaels and authorities concerned for the safety of witnesses in ongoing investigations. Mogotsi, who has been served with a rule three notice by the Madlanga Commission, is unharmed, but the event has highlighted the risks faced by potential testifiers in high-stakes probes.

The confirmation came amid heightened scrutiny of the commission’s work, which is investigating criminality and corruption in South Africa’s justice system. This attack underscores the dangers surrounding individuals linked to sensitive inquiries, prompting calls for enhanced protection measures.

Details of the Late-Night Shooting

According to police reports, the assault took place late Sunday evening, 3 November 2025, when shots were fired at Mogotsi’s vehicle in Vosloorus, a township east of Johannesburg. Witnesses described hearing multiple gunshots, but Mogotsi escaped without injury. His car was hit, but he managed to drive away safely. Emergency services responded quickly, but no arrests have been made yet, and the motive remains unclear.
SAPS spokesperson Brigadier Athlenda Mathe,, who was on the scene, provided brief updates, confirming the incident but withholding details pending investigation. “The victim is safe and unharmed,” she said, adding that a full probe is underway to identify the perpetrators.

Madlanga Commission’s Concern for Witness Protection

Madlanga Commission spokesperson Jeremy Michaels expressed deep worry over the event, linking it to broader threats against witnesses. In an interview, he stated: “We are certainly very concerned for the safety of all witnesses. The commission is doing absolutely everything in its power to ensure that witnesses are protected and safe.” Michaels noted that discussions with Mogotsi about witness protection were ongoing as recently as yesterday, emphasising that acceptance is voluntary but crucial.
The Madlanga Commission, chaired by Deputy Chief Justice Mbuyiseli Madlanga, has unprecedented responsibilities for witness safety under its terms of reference. Michaels highlighted collaborations with law enforcement to safeguard those involved, but incidents like this raise alarms about intimidation tactics.
Mogotsi, a businessman implicated in corruption allegations, received a rule three notice from the commission, allowing him to respond to evidence against him. His ties to figures in the probe, including alleged links to criminal networks, make him a key potential witness.

Broader Risks for Testifiers in High-Profile Inquiries

This attack spotlights the perils faced by individuals in major investigations like the Madlanga Commission, which probes interference in bodies such as SAPS and the NPA. Previous testimonies have revealed death threats and assaults on witnesses, prompting the commission to bolster security.
Civil society groups like Corruption Watch have called for stronger whistleblower protections, noting that such attacks erode public trust in justice processes. “Every incident like this discourages others from coming forward,” a spokesperson said.
The commission continues its hearings, with recent focus on figures like suspended Hawks Lt-Gen Shadrack Sibiya and alleged kingpins. Mogotsi’s safety concerns could impact his potential testimony, adding urgency to protection efforts.
