The Gauteng Provincial Executive resolved to intervene in the Emfuleni Local Municipality in
accordance with the requirements of section 139(5) of the Constitution of the Republic of South
Africa, 1996, read with section 143 of the Local Government: Municipal Finance Management
Act, 2003 (Act No. 56 of 2003) to respond to a financial crisis and persistent challenges in the
provision of basic services in the Municipality.


The National Treasury Municipal Financial Recovery Service prepared the reviewed and
amended Mandatory Financial Recovery Plan. In line with the requirements of Section 142 of the
MFMA, the Mandatory FRP has been designed to secure the Municipality’s ability to meet its
obligations to provide basic services and its financial commitments and to place the Municipality
in a sound and sustainable financial condition as soon as possible.


The FRP review and amendment were prepared for the Municipality in accordance with the
requirements set out in section 144, read with section 141, of the MFMA.
This notice, therefore, serves to invite the public, including the local community, in terms of section
141(3)(c)(ii) of the MFMA, to submit written comments in respect of the draft FRP within 14 days
from the date of the publication.
Copies of the draft FRP, including the implementation plan and Status quo assessment, are


available at the municipal offices during office hours from 07:45 until 16:15.
The draft reviewed and amended FRP, Implementation plan and Status Quo assessments are
also published on the municipal website: http://www.emfuleni.gov.za.
Any person or organisation wishing to comment on the draft reviewed and amended FRP is
requested to lodge the comments in writing within 14 days from the date of publication by

posting the comments to:
