SACP

Mojalefa Simango – The SACP will not be contesting for itself but for the working class against the brutal capitalist system class and its associates such as their sub-classes.

Of critical essence is to eradicate the social and economic ills such as Unemployment, Poverty and Inequalities that are created, protected and deepened by system of capitalism in South Africa and in the whole world.

At the most difficulty to realize the emancipation and freedom for the working class are the following realities:

  1. Where the working class and its leadership are fragmented – a task the SACP and its working class organisations have to aggressively respond.
  2. Within the working class there is so much infiltration by system of capitalism – where beneficiaries of this system will do everything in their available resources to distort and divert the working class from the real class struggle.
  3. This moment must not be seen or understood as a narrow electorist contestation by the SACP – This is moment in which the working class must take it as it’s responsibility to build itself as a formidable class to wage an unending class struggle against system of capitalism.
  4. SACP, it’s structures and leaders are already a subject of attacks and humiliation, but because this is the not the battle for SACP and it’s leaders – the working class must rise in defense of its agenda, I.e. Social, Economic and Political liberation of the struggling and exploited poor African majority and oppressed African and Non-African women.

Our participation in the local government must mean:

  1. Establishing coalitions based on resolving class realities such strengthening the organisational capacities of municipalities. These with clear timelines.
  2. Establishing municipal entities such as municipal trusts, municipal cooperatives, municipal companies and municipal services utilities as permitted by the municipal systems and structures acts – the historical objective on privatising some of state functions was not to shift them to private individuals but rather was to establish state entities which will be ran on private sector principles hence in SA we have and had institutions such as ESKOM, TELKOM, SAA, PRASA, etc.

Municipalities must multiply themselves NOT with private individuals or companies but municipal entities – to deal with service delivery, address unemployment and poverty. These will be specialized entities.

  1. Strengthening the SACP and all other progressive working class organizations both in the movement, communities and working places – participating in electoral platforms must grow the working class hegemony, deepen and advance the working class political theory within SACP deployees and its structures, for instance – SACP caucuses to be seat, analyze and provide reports to structures and communities constantly – such causes to be composed of both SACP cadres in municipal administration, municipal councils, our trade unions such as SAMWU, districts of the Party, COSATU locals, YCL(SA), ANC and SANCO regions, etc. (Reconfiguration of Alliance in action), on the one hand, and on the other hand, coalition partners which will be engaged by the Alliance in this instance led by the SACP.
  2. Must be detail to a point that the SACP is not only interested in political leadership of Municipalities but administration as well with clear planned, monitored and evaluated objectives and targets – the SACP must be run politically-professional as a Party and not just as a party, but the Governing-Party. This will include tightening the discipline against Party leaders or deployees – for instance, lifestyle audits of the Party deployees to be compulsory, not just on their property accountability but daily conduct of themselves and their families.
  3. Succession plans on the deployees – how the Party build its own administrators within itself (those who will only be working for the Party), those Communist cares who will and must only work in Administration in the state (in municipalities) and those who will serve in the political leadership of municipal councils (councillors). This to be not only limited to SACP leaders but other working class organisations who will be part of the Party Delegation to the state. In here the Party builds itself first before anything else.

In my view, these are aspects the Party must look into as we move into local government elections and beyond. Because the real battle for the SACP and its working class organisations will only start post elections since this will be period the SACP has to provide what is capable of.
