Operational Disruptions

Recent events have led to significant operational disruptions at two of South Africa’s primary airports: Cape Town International Airport (CTIA) and OR Tambo International Airport (ORTIA). These disruptions stem from a power outage at CTIA and a jet fuel shortage at ORTIA, affecting both domestic and international flights.
Power Outage at Cape Town International Airport
On the evening of 28 July 2024, Cape Town International Airport experienced a substantial power outage that impacted critical systems, including runway lights, airside fire rescue, and air traffic navigation services. This unforeseen event resulted in the suspension of all flight operations, with several inbound flights being diverted to alternative airports. Airports Company South Africa (ACSA) promptly addressed the situation, and by approximately 01:00 on 29 July 2024, runway lights and navigational aids were restored, allowing for the resumption of safe aircraft landings. 
Jet Fuel Shortage at OR Tambo International Airport
In a separate incident, OR Tambo International Airport is confronting a critical jet fuel shortage following a fire at the National Petroleum Refiners of South Africa (NATREF) refinery on 4 January 2025. The damage to the refinery’s Crude Distillation Unit has significantly disrupted national jet fuel production. As of mid-January 2025, ORTIA had approximately 27.1 million litres of jet fuel available, with a daily consumption rate of 3.6 million litres. This stock was projected to suffice until the week ending 2 February 2025. 
Mitigation Measures and Collaborative Efforts
To address the impending fuel shortage, ACSA, in collaboration with the Fuels Industry Association of Southern Africa (FIASA), NATREF, and various government agencies, has initiated several mitigation strategies:
• Scheduled Fuel Deliveries: A delivery of 17,000 cubic metres of jet fuel was expected to arrive at ORTIA by 12 January 2025.
• Pipeline Injection: An injection of 31,000 cubic metres from Durban was planned for 14 January 2025, with delivery to ORTIA anticipated by 27 January 2025.
• Increased Rail Deliveries: Rail deliveries from Durban and Matola, Mozambique, were being prioritised to support increased jet fuel volumes.
Despite these efforts, concerns remained about potential fuel shortages between 20 January and 27 January 2025. ACSA reassured stakeholders that every necessary step was being taken to maintain normal airport operations and ensure the secure and uninterrupted availability of jet fuel at ORTIA. 
Impact on Airlines and Passengers
The operational challenges at both airports have had cascading effects on airlines and passengers. During the power outage at CTIA, airlines such as FlySafair had to divert flights to alternative airports, leading to delays and inconvenience for passengers.  At ORTIA, the looming jet fuel shortage prompted airlines to consider measures like fuel tankering—carrying additional fuel from other locations—to mitigate potential disruptions. Passengers were advised to stay informed about flight schedules and maintain communication with their respective airlines for real-time updates.
