Minister in the Presidency, Khumbudzo Ntshavheni

Minister in the Presidency, Khumbudzo Ntshavheni, underscores the importance of confronting the country’s persistent challenges with intensified efforts and strategic action.

In her address to Parliament during the presentation of the Stats SA Budget Vote in Cape Town, Ntshavheni highlighted the crucial role of statistical data in shaping informed decisions within government and broader society. “We need to continue to support Stats SA and ensure it plays a pivotal role in providing critical socio-economic data that informs decision making across government and business broadly,” she asserted.

Statistical Insight: A Pillar for Informed Governance

Minister Ntshavheni conveyed that statistical data allows the government a clearer insight into the needs and achievements of the nation, and it is instrumental in monitoring and evaluating the effectiveness of policies and programmes. “Therefore, understanding and managing the data ecosystem is crucial for the country to harness the full potential of data, make informed decisions and adapt to evolving business landscapes,” she explained.

The Minister emphasised that this objective will be realised through the continued leadership of Stats SA in the data ecosystem, fostering collaboration, partnerships, and robust platforms to bridge any data gaps.

Progress and Persistent Challenges

Reflecting on South Africa’s progress, Ntshavheni noted significant economic growth and inclusivity over the past three decades. “Statistical data indicates that our economy is three times larger and many times more inclusive and diversified than it was 30 years ago. Millions of citizens have been lifted out of poverty, and employment has more than doubled,” she said.

However, she acknowledged the ongoing challenges, particularly the high unemployment rate among the youth, many of whom face structural unemployment due to mismatched qualifications and market requirements.

National Development Plan: A Data-Driven Approach

The Minister stressed the importance of data in achieving the developmental goals outlined in the National Development Plan (NDP). “For South Africa to reach its developmental goals as espoused in the NDP, there is a need to use data and statistical information to not only improve the performance of government but all of society,” she emphasised.

Emphasising a community-centred governance approach, Ntshavheni assured that the government would engage all sectors to ensure collective growth, security, and prosperity.

Stats SA: A National Asset

Highlighting the value of Stats SA, Ntshavheni described it as a national asset essential for the country’s quest for a brighter future. “Stats SA is a jewel in the crown of the capacity of the state, and its rigour and integrity are globally respected,” she said, appreciating the intergenerational expertise and innovative spirit within the organisation.

She further commended the millions of South Africans for their participation and trust in sharing information, facilitating a comprehensive numerical picture of the nation.

Future Focus and Financial Commitment

The Minister outlined Stats SA’s 2024/25 Work Programme, focusing on delivering necessary statistical data for nation-building. Notably, the organisation achieved a milestone by delivering the results of the first digital census in October 2023, providing the most detailed statistical information to the nation.

Financially, the government has allocated considerable resources under the Medium‐Term Expenditure Framework (MTEF) to support Stats SA’s objectives, with R2.65 billion for 2024/25, R2.75 billion for 2025/26, and R2.89 billion for 2026/27.
