In an effort to prevent delays in the 2024 academic year, the National Student Financial Aid Scheme (NSFAS) has set a goal to finalize all outstanding 2023 disbursements by January 15, 2024, through consultations with affected institutions.
An extraordinary meeting was held by the NSFAS Board on December 31, 2023, where they discussed various issues including the final disbursement of 2023 allowances, budget adjustments, and an accommodation pilot project.
The aim for completing outstanding disbursements is to ensure that the 2023 bursary allowances will not impact returning students for the 2024 academic session. As part of this, NSFAS has already dispersed allowances to 234,124 students from December 5, 2023, following a review of data changes which had previously delayed distribution.
In a statement, NSFAS also revealed that there were still around 20,000 unresolved cases of disbursements that required further input and consultation with institutions.
Additionally, the board discussed details pertaining to the application process for financial aid in 2024, which officially opened on November 21, 2023 and will close on January 31, 2024. NSFAS has encouraged all learners who wish to enter the post-school system and students without financial assistance to apply for funding.
Furthermore, the board addressed the implementation of the Werksmans Attorneys report regarding direct payment service providers. This comes after allegations of irregularities surrounding the appointment of service providers, which prompted an investigation by Werksmans Attorneys and Advocate Tembeka Ngcukaitobi.
Despite these ongoing challenges, the board has maintained its commitment to implementing the direct payment solution, viewing it as a necessary measure to reduce unauthorized access to beneficiaries’ allowances, the payment of ghost students, inconsistencies, and delayed payments of allowances, in line with the Student-Centered Model that NSFAS adopted.
For all 2024 academic year preparations and NSFAS eligibility criteria and conditions for financial aid, the NSFAS Board has plans for further stakeholder engagements with relevant organizations and labor unions.
Moving forward, the board remains focused on ensuring that the 2024 academic year commences with minimal disruptions and has expressed its dedication to fulfilling its responsibilities in providing financial support to students.
