Mahikeng – The former Matlosana Local Municipality Mayor and the Chairperson of the Ad Hoc Committee on Section 100 intervention in the North West, China Dodovu confirmed that municipalities in the North West province have failed to produce clean audit outcomes and are still plagued by several challenges.
This was indicated during the feedback session with the community forum, with Department of Public Works, Human Settlements, Police, Education and Sport development and Premier’s office. The briefing on the state of municipalities in the North West province is expected to end at 14h00 on Monday.
It was also reported that the municipalities in the province have serious financial challenges which threaten their sustainability and service delivery.
Dodovu confirmed that some the challenges that the municipalities are experiencing include poor service delivery to communities, lack of governance, and inability to generate revenue.
“The reason why we picked up CoGTA is because of the state of municipalities in the North West. It has a profound impact on the state of municipalities in the province. It is in that context that we feel they need to come and account. We also need to find out what is it that the provincial government is doing to address the issue of municipalities,” said Dodovu.
As CoGTA in the province was briefing the panel on the state of the municipalities in the province, it was confirmed that the municipalities in the province are unable to provide sustainable, uninterrupted and quality services. Among other issues highlighted by the CoGTA, failure and collapse of governance and administrative systems in municipalities; Declining Audit Outcomes with increasing trend of UIF&W Expenditure; and Weak Public Participation and accountability systems.
It is also highlighted that municipalities in the vprovince do not comply with legislative and Regulatory Mandate to Review Organisational Structure as Prescribed.
