North West and Gauteng Provinces Hold Joint Meeting to Tackle Cross-Boundary Challenges and Boost Cooperation

South Africa’s North West and Gauteng provinces have taken a key step towards resolving long-standing cross-boundary issues, following a successful joint Executive Council meeting. Led by North West Premier Lazarus Kagiso Mokgosi and Gauteng Acting Premier Lebogang Maile, the gathering focused on progress reports from dedicated workstreams aimed at finding lasting solutions. This initiative addresses critical areas like asset transfers, industrial parks, municipal services, and transport investments, which have impacted service delivery and economic growth. With both provinces committing to stronger collaboration, the meeting signals a push for efficient governance and equitable development, benefiting communities on both sides. Another session is planned for January 2026 to handle any remaining matters, underscoring their dedication to unity and progress.


Background to the Cross-Boundary Meeting


The joint session, held recently, brought together Members of the Executive Council (MECs) from both provinces to review detailed reports on shared challenges. The North West Provincial Government (NWPG) established various workstreams, led by Heads of Departments (HODs) from North West and Gauteng, to investigate and propose fixes for these issues. These teams have been working diligently to untangle administrative and operational knots that span provincial lines.


The meeting’s purpose was to present a consolidated progress report on the work of these streams, ensuring that cross-boundary matters are handled effectively. As announced by the NWPG in a statement on Wednesday, 12 November 2025, the discussions highlighted the need for urgent action on mutually agreed items, empowering HODs to finalise solutions without delay.


Such collaborations are vital in South Africa, where provincial borders sometimes complicate service delivery, especially in areas like transport, housing, and economic development. The initiative stems from ongoing efforts to enhance intergovernmental coordination, as mandated by the Constitution, to promote cooperative governance for the public’s benefit.


Key Challenges Discussed and Solutions Proposed


Several pressing issues took centre stage during the talks. One major concern is the transfer of properties currently funded by Gauteng but physically located in North West. Similarly, assets in Gauteng that belong to North West need proper handover to ensure seamless operations. These transfers are crucial to avoid disruptions in services and funding.


The meeting also delved into industrial parks, where both provinces explored workable investment models to resuscitate and make them viable. Municipal services, often affected by boundary overlaps, were reviewed to improve delivery and efficiency. A notable focus was on North West Transport Investments (NTI), an entity expected to provide services to Gauteng residents but facing significant challenges in doing so effectively.


The leadership acknowledged these hurdles and agreed to empower the workstreams to urgently finalise agreed-upon matters, such as asset and property transfers. They also committed to providing final proposed solutions for any outstanding items. This approach aims to prevent further delays and foster economic momentum in both regions.


Commitment to Intergovernmental Coordination and Future Engagements


Both provinces expressed a strong commitment to effective intergovernmental coordination and cooperative governance. “The leadership of the two provinces expressed their commitment to ensuring effective intergovernmental coordination and cooperative governance,” the NWPG statement noted. This unity is seen as essential for resolving administrative issues, enhancing service delivery, and promoting equitable development across affected communities.


Premier Mokgosi, speaking on behalf of the NWPG, thanked the Gauteng leadership for their cooperation, highlighting the positive spirit of the discussions. Acting Premier Maile echoed this, stressing Gauteng’s dedication to strengthening ties between the provinces for the greater good. “Maile emphasised Gauteng province’s commitment to strengthening collaboration between provinces in the interest of unity and efficient governance for the benefit of all citizens,” according to the reports.


To keep the momentum going, the two provinces have scheduled another meeting in January 2026 to address any unresolved matters. Ongoing engagements will continue in the meantime, ensuring steady progress on all fronts.
