Parliament Implements New Rules to Regulate Joint Proceedings and Prohibit Disruptions During State of the Nation Address 2024
New rules have been introduced by Parliament to regulate proceedings during the joint sitting of the National Assembly and the National Council of Provinces (NCOP) and to prohibit disruptions.
National Assembly Speaker Nosiviwe Mapisa-Nqakula addressed the media on the preparations for SONA 2024 and emphasized that the new joint rules aim to maintain order, decorum, and civility in the Chamber.
The rules, set to be implemented for the first time during this State of the Nation Address, include measures to prevent interruptions during the President’s speech and specify that no other business may be considered during a joint sitting other than the specific business for which the sitting is convened.
Mapisa-Nqakula also announced that the event will take place on February 8 at 7pm at Cape Town City Hall, under the theme: “Following up on our commitments: making your future work better.”
SONA is a joint sitting of the two Houses of Parliament – the National Assembly and the NCOP – presided over jointly by the Speaker and the Chairperson of the NCOP. It brings together the three arms of the state under one roof.
The President’s speech is the sole agenda item, followed by a two-day joint debate on the address, with the President’s reply scheduled for the subsequent day.
The seating capacity will accommodate approximately 490 Members of Parliament and representatives of the South African Local Government Association, with the event being broadcast live on radio and TV, as well as streamed live on Parliament’s website, the DStv channel (408), and YouTube channel.
The event will maintain the full ceremonial format of previous years, including a 21-gun salute, an aircraft flypast, a ceremonial guard, the step guard salute, the singing of the national anthem, and ceremonial processions involving provincial Speakers, Premiers, the judiciary, the Deputy President, and the President.
Additionally, public participation will include the reinstatement of the junior guard of honour and the involvement of eminent persons, such as the praise singer tasked with ushering the President into the House.
Furthermore, the Junior Guard of Honour, consisting of 100 selected learners from Western Cape schools, and the praise singer for this occasion, Senziwe Hatty Maliba, have also been announced.
