Nelson Mandela Bay Municipality Strives to Maximize Use of R361 Million Informal Settlements Upgrading Grant (ISUPG) by December

The Nelson Mandela Bay Municipality is taking significant steps to ensure efficient use of the R361 million Informal Settlements Upgrading Partnership Grant (ISUPG), aiming to accelerate essential service delivery and avoid underspending. Member of the Mayoral Committee (MMC) for Human Settlements, Thembinkosi Mafana, emphasized that the metro is working closely with senior officials and project managers to ensure that the quality of work aligns with stipulated timelines. The metro’s objective is to spend 40 percent of the funds by the December 2024 break and push for even greater performance from January onwards .

The ISUPG is crucial for providing vital services to communities in need. These services include housing delivery, electrification of informal settlements, provision of water and sanitation, and the development of infrastructure such as roads and stormwater systems. The grant also supports the relocation of residents from vulnerable areas and the creation of safe, sustainable environments .

As part of the oversight and accountability measures, the Human Settlements Standing Committee, led by MMC Mafana, has initiated site visits to monitor progress on key projects. These include the Arlington Landfill Site fencing, which received R15 million, and other infrastructure developments in areas like Kariega. These visits will now be a regular feature in the committee’s annual plan to ensure continuous monitoring .

The municipality has shown a strong track record in managing its grant allocations. In the 2023/24 financial year, the metro was allocated R333 million under the ISUPG and successfully spent R317 million within the required timeframe. Mafana stressed that the metro must not only approve budgets but also ensure proper spending and adherence to quality and timeframes .
