NCOP meets KwaZulu-Natal police commissioner Nhlanhla Mkhwanazi amid explosive corruption allegations in criminal justice system, as the delegation seeks to address pressing policing challenges, crime trends, and the spate of killings in the province during a high-level engagement on Monday, 4 August 2025.
NCOP Delegation Focuses on Policing and Public Safety in KwaZulu-Natal
The National Council of Provinces (NCOP) delegation is holding a crucial meeting with KwaZulu-Natal police commissioner, Lieutenant General Nhlanhla Mkhwanazi, and other senior police officials at the provincial police headquarters in Durban. This engagement, taking place on Monday, 4 August 2025, aims to bring key provincial issues to the attention of Parliament and foster stronger cooperation between lawmakers and law enforcement agencies. The NCOP has emphasised that the discussion will centre on identifying areas for legislative interventions to enhance policing and public safety, analysing crime trends, and evaluating the police’s responses in the province.
Leader of the KZN delegation, Mzamo Billy, highlighted the broad scope of concerns to be addressed. “Those include, among other things, the killing of police and suspects, the political killings and many other issues affecting the different stakeholders in the province.” The delegation’s visit extends beyond this meeting, with plans to engage Premier Thamsanqa Ntuli and the executive council on Wednesday, 6 August 2025, to further discuss provincial challenges and collaborative solutions.
This NCOP oversight comes at a time of heightened scrutiny on South Africa’s criminal justice system, prompted by recent revelations of deep-seated corruption and interference. The meeting is expected to delve into strategies for crime prevention, resource allocation for police operations, and measures to restore public trust in law enforcement amid rising violence in KwaZulu-Natal.
Background to Mkhwanazi’s Bombshell Allegations and Fallout
The NCOP’s engagement follows almost a month after Mkhwanazi’s explosive media briefing on Sunday, 6 July 2025, where he leveled serious accusations against high-ranking officials in the police, judicial, and political sectors. During the briefing, Mkhwanazi implicated Police Minister Senzo Mchunu and crime detection commissioner, Lieutenant General Shadrack Sibiya, in having a hand in criminal networks and elaborate cover-ups. He claimed that Mchunu had disbanded a specialised task team investigating political killings and corruption to sabotage probes into syndicates, including links to tenderpreneur Vusumuzi “Cat” Matlala, who is currently imprisoned on fraud charges.
Mkhwanazi further alleged that attempts by the task team to arrest Mchunu and Sibiya had failed due to interference, and that the minister was suppressing investigations into organised crime to protect influential figures. These claims painted a picture of systemic rot, including facilitation of organised crime, manipulation of investigations, and undue influence over police operations. Mchunu and Sibiya have vehemently denied the allegations, with Mchunu calling them “baseless” and Sibiya threatening to sue Mkhwanazi for defamation, demanding a full retraction and apology.
In response to the outcry, both Mchunu and Sibiya were placed on special leave pending investigations, with Mchunu’s suspension announced by President Cyril Ramaphosa on 13 July 2025. This move has shaken the Government of National Unity, complicating Ramaphosa’s succession plans within the African National Congress, as Mchunu was seen as a potential contender.
Appointment of Acting Police Minister and Ramaphosa’s Stance
To fill the vacuum, President Ramaphosa appointed Professor Firoz Cachalia as acting Minister of Police, with Cachalia sworn in during a ceremony at the Union Buildings in Pretoria on Friday, 1 August 2025. Cachalia, a law professor at the University of the Witwatersrand and former MEC for Community Safety in Gauteng, vowed to promote ethical policing and explicitly spoke against shoot-to-kill policies, emphasising the need to take the country forward with integrity.
Ramaphosa addressed the unusual situation of having two police ministers, stating there is no plan to maintain this arrangement for a long time. He clarified that while it is necessary for continuity, the technicality will be resolved soon to avoid confusion.
Ongoing Investigations and Commissions Probing Graft
National Police Commissioner General Fannie Masemola has welcomed progress in related probes, noting that the SAPS political killings task team has found it ‘easier’ to enrol cases since the allegations surfaced. Masemola denied any directive to disband the task team, appealing for unity within the SAPS amid the turmoil.
It’s all systems go for MPs in the ad hoc committee probing police graft allegations, with the committee set to convene as early as next week. Established by the National Assembly on 24 July 2025, the committee includes prominent figures such as EFF leader Julius Malema, DA MP Glynnis Breytenbach, and others, tasked with investigating claims of corruption and collusion between criminals and law enforcement. Breytenbach noted that while the Madlanga Commission will handle broader systemic issues, the ad hoc committee will focus on specific police-related allegations.
The judicial commission of inquiry probing criminality in the justice system is scheduled to begin in August 2025, chaired by former Chief Justice Mogoeng Madlanga. Announced by Ramaphosa on 13 July 2025, the Madlanga Commission will examine allegations of infiltration by criminal syndicates, suppression of investigations, and political interference across the police, National Prosecuting Authority, and judiciary. The commission prioritises transparency, with public access to proceedings and a legal team assembled to ensure thorough scrutiny.
